MINUTES

The Johnsburg Sanitary District Commission met on Tuesday, September 13th, 2005, at 9:00 a.m., at the Taycheedah Town Hall, for the purpose of conducting the September monthly meeting. Members present were President Franz Schmitz, Commissioners Dennis Lefeber and Ken Schneider and Recording Secretary Brenda Schneider.

1. Call to order. President Schmitz called to meeting to order at 9:05 a.m.
2. Approval of meeting minutes. Dennis Lefeber motioned to approve the minutes of the 8/8/05 meeting as presented, seconded by Ken Schneider. Motion carried (3-0).
3. Status report of the project. Dennis Steigenberger, Foth & Van Dyke, was not in attendance and therefore, no report was given.
4. Discuss issues regarding systems operations. Brian Schmitz, maintenance personnel, had recently had problems with the automatic operation of a couple of grinder pumps. After further investigating, he determined a couple of light bulbs and fuses needed to be replaced.
A few residents have complained about sewer odors. Brian will be asked to replace the charcoal in the vent pipe caps.
5. Status of Gertie Merten’s restoration complaint. Brian Schmitz intends to do the work this fall.
6. Status of Tom Mashock’s restoration complaint. Tom has provided two quotes for the replacement of the concrete; one for $640.00 and one for $650.00. The quotes were given to Foth & Van Dyke to be forwarded to PTS. Chairman Schmitz will contact Dennis Steigenberger for an update on the issue. The Commission discussed the possibility of authorizing the work and reducing the retainer if PTS fails to reimburse the funds.
7. Consideration and possible acceptance of the Certificate of Final Completion. PTS Construction, Inc. has not submitted the necessary documents. No action was taken.
8. Status report on connections. 111 permits have been issued. 89 of the 111 structures have been connected. A few properties are connected and using the system but have yet to complete the necessary work for final inspection.
Mike Lefeber did not apply for the permit to connect his property by August 11th, his deadline. Mr. Lefeber was informed last June via letter that failure to obtain the connection permit will result in a $75.00 monthly charge; per the ordinance. A letter informing Mr. Lefeber of the Commission’s position was reviewed.
9. Review the draft Operation & Maintenance Agreement with Taycheedah Sanitary District No. 1. The draft agreement was submitted to Taycheedah Sanitary District No. 1. TSD No. 1 has yet to respond.
10. Discuss the mainline sewer capacity purchased from Fond du Lac Sanitary District No. 2. The amending agreement has yet to be received.
11. Approval of District bills. Ken Schneider motioned to approve the bills (order nos. 86-96), with the exception of the invoice from Taycheedah Sanitary District No. 1 for operation and maintenance, seconded by Dennis Lefeber. Motion carried (3-0).

The next meeting will be held on October 11th, at 9:00 a.m.

12. Adjournment. The meeting was adjourned at approximately 10:12 a.m.
