MINUTES

The Johnsburg Sanitary District Commission met on Tuesday, November 8th, 2005, at 9:00 a.m., at the Taycheedah Town Hall. Members present were Chairman Franz Schmitz, Commissioners Dennis Lefeber and Ken Schneider and Recording Secretary Brenda Schneider. Also present was Kathy Diederich, Schenck Business Solutions.

1. Call to order. The Chairman called the meeting to order at 9:03 a.m..
2. Review the financial status of the District. The Commission discussed the possibility of having an analysis of the Districtís assessment schedule and ordinance. Attorney St. Peter suggested that the Commission compile a list of questions/scenarios that he could then research the ordinance for any applicability. The Commission will draft a list of questions/scenarios for further consideration.
The Outlying Sewer Group hires Virchow/Krause to audit the Cityís treatment rates to determine whether or not the City is back-charging the Districts for any fines levied by the DNR for bypassing and any other non-OSG related expenses.
Attorney St. Peter is in the process of drafting an amendment to the Agreement with Fond du Lac Sanitary District No. 2 to correct the underpayment.
The Districtís expenses from July 2004 to October 2005 have been reviewed by Kathy Diederich, the Districtís auditor. She has also reviewed the Districtís budget projections and debt obligations. The District currently has 119.5 users equivalents. Kathy recommended segregating $22.00 per month/per user to the debt service account beginning January, 2006.
The Commission briefly discussed the upgrade to the treatment plant.
3. Consideration and possible action to establish the 2005 tax levy. Ken Schneider motioned to establish the 2005 levy at $28,000.00, payable 2006, seconded by Dennis Lefeber. Motion carried (3-0).
4. Consideration and possible action to adjust the monthly user charge. Dennis Lefeber motioned to maintain the 2005 user charge rate of $50.00 per month/per unit, seconded by Ken Schneider. Motion carried (3-0).

Correspondence was received from Jim & Judy Feyen via certified mail. The Feyenís stated that the light on the grinder pump that services their structures has been out since last November. Brian Schmitz will be directed to contact the Feyenís to schedule a site visit.
Lift Station #1 has extensive run time on one of the pumps. The pump is the one that has the extended guarantee. Foth will be contacted regarding the pump.

5. Adjournment. The meeting adjourned at approximately 10:14 a.m.
