Status of the draft Agreement with Calumet Fire Dept. for the purchase of confined space safety equipment. 7. Annual review and possible adjustment of the user charge. 8. MINUTES The Johnsburg Sanitary District Commission met on Tuesday, March 6th, 2007, at 9:00 a.m., at the Taycheedah Town Hall, for the purpose of conducting their March monthly meeting. Members present were President Franz Schmitz, Commissioners Dennis Lefeber and Ken Schneider and Recording Secretary Brenda Schneider. 1. Call to order. President Schmitz called the meeting to order at 9:05 a.m. 2. Approval of meeting minutes. The Commission reviewed the minutes of the 2/6/07 meeting. Hearing no objections, the President declared the minutes approved as presented. 3. Discuss operational issues. Filters were installed on the vent pipes of the Schneiderhan’s home. 4. Consideration and possible approval of the Notice of Capacity Transfer fro the purchase of additional treatment plant capacity. Dennis Lefeber motioned to approve the Notice of Capacity Transfer for the purchase of 20 RUEs of treatment plant and city interceptor capacity, seconded by Ken Schneider. Motion carried (3-0). 5. Status of a possible sewer extension on Meyer Court. Jason Meyer intends to petition the Town Board for a rezone to residential. Mr. Meyer plans to develop four lots every five year beginning in 2008. The sewer will be built to service all future lots. The Commission and Mr. Meyer discussed the possibility of offsetting the special assessments by the actual cost of constructing the sewer extension. The Commission will review its ordinance at the next meeting. 6. Status of the draft Agreement with Calumet Fire Dept. for the purchase of confined space safety equipment. The Agreement was reviewed. The Commission’s intent is to make a $3,750.00 donation toward the purchase of the equipment. The Commission does not care to participate in the maintenance of the equipment. The Agreement will be revised. 7. Annual review and possible adjustment of the user charge. An estimate of expenses for 2007 projects a shortfall of $1,047.00. The Commission consensus was to review projected expenses after the first quarter. 8. Approval of District bills. Dennis Lefeber motioned to approve the bills totaling $8,189.56 (order nos. 16-23), and to authorize the following: • Transfer $2,500.00 from the User Charge Account to the regular checking account for operational expenses, • Purchase the additional capacity for $5,876.80 with funds from the Local Revenue Acct.. The motion was seconded by Ken Schneider. Motion carried (3-0). Dennis Lefeber motioned to authorize the transfer of the Debt Service Account into a 6 month CD, seconded by Ken Schneider. Motion carried (3-0). Dennis Lefeber motioned to authorize, pending Rural Development ratification, the Debt Reserve Account into a 2 year CD, seconded by Ken Schneider. Motion carried (3-0). 9. Schedule the next meeting. The next meeting is scheduled for April 10th, at 9:00 a.m.. 10. Commissioners’ reports and comments. Franz Schmitz has been working on a draft Operation & Maintenance Agreement. 11. Adjournment.
