The Town of Taycheedah Comprehensive Planning Committee met on Thursday, July 19th, 2007, at 6:30 p.m., at the Taycheedah Town Hall. Members present at the meeting were: Ed Braun, Jerry Guelig, Tim Krawczyk, Neal Nett, Rebecca Ries, Brenda Schneider, Joanne Thome, Joe Thome and Mike Wirtz. Also in attendance were approximately 4 residents.

1. Call to order. Chairman Ed Braun called the meeting to order at 6:32 p.m.
2. Approval of minutes. The Committee discussed whether or not they decided to eliminate the section regarding Green Building in the Housing Chapter. Mike Wirtz motioned to approve the minutes of the June 16th meeting, seconded by Joanne Thome. Motion carried (9-0).
3. Review Draft Chapters: Chapter 5.0 Transportation.

Revisions, Corrections or Clarifications requested:
Pg. 5-1 *Introduction: Change 2026 to “2028” (two reference).
*Transportation Vision: Change 2025 to “2028”
Pg. 5-2 *Inventor of Existing Transportation Facilities: Change STH 149 to “CTH WH”.
*Walking & Cycling Opportunities: Delete and posted speed limits of 45 miles per hour or more in most area. Insert “may” after These conditions. Delete Moreover. Insert “.” after areas. Delete present a danger to pedestrians.
Pg. 5-3 *Bicycle Routes/Corridors. Insert “& Prairie Trail” after Peebles Trail. Change is to “are”. Delete only in the same sentence.
*Second set of checkmarks: change Sandy Beach Road to “STH 151”.
*Committee requests clarification on what is the Transportation Network Map & Plan.
Pg. 5-4 *Committee needs to counsel with the consultant regarding the need to address Railraod Corridors and Mass Transit. The Chapter needs to address County provided transit for the handicapped and the elderly and school busing.
Page 5-5 *Water Transportation: Insert “Roosevelt Park” as a beach. Change marina to “boat landing”. Insert “Fisherman’s Road Boat Landing”. Include “Green Bay” as a larger port facilities. Committee needs to supply a list of access points to Lake Winnebago for insertion.
*Airports: Second paragraph delete the ,r . Include “Green Bay Austin Straubel” as a commercial passenger service.
Page 5-6 *Streets and Highways: Rewrite this section in reference to arterials and collectors located in the Town of Taycheedah.
Page 5-10 *Top paragraph: Edit trails to be singular.
Page 5-11 *USH 151 Corridor Bypass: Third and sixth checks change USH 149 to “CTH WH”. The Committee questions the location referenced under the third check.
Page 5-14 *Paragraph below Table 16: Change contracts with the Fond du Lac County Highway Department to “provides”.
Page 5-15 *Increased Traffic and Safety: Correct the reference to USH 151.
*Rewrite the second paragraph so as to refer to the Town of Taycheedah.
*The accuracy of the table referring to Posted Speed Limits and Minimum Driveway Spacing was questioned. The table must cite DOT regulations.

Page 5-16 *Rewrite Table 17 so as to reference the Town of Taycheedah.
Page 5-17 *Connectivity: Insert “one” in the first sentence so that it reads …easily travel from one place in a community to another.
*Connectivity: First paragraph, delete Newer subdivisions in and around St. Peter and along Lakeview Road are not well connected. Examples include Niagara Lane and Carl Drive, Parkview Court, Aspen Court and Decorah Lane and Rolling Hills Drive.
*Trail Development: When completed, acknowledge survey results in the first paragraph.
*Third paragraph, second sentence: Change should to “may”.
*Committee needs an explanation of an Official Map.
Page 5-18 *Creating a Walkable Community: Second checkmark, delete low and insert “limits” after speeds so that is reads Enforce speed limits in residential areas..
*Maintenance of Town Road Shoulder Areas: The Committee discussed whether or not farm equipment has the right-of-way on public roads. This needs to be verified.
Page 5-22 *Transportation Policies: Item #2, change will to “may”.
Page 5-23 *Goal #1: Change milestone date for Utilities & Community Facilities to “Continuous”.
*Implementation refers to Table 20. The table is not located on Page 15 as stated. The Committee was unable to locate Table 20.
*Goal #2: Change four references to Pedestrian Plan to “Pedestrian & Bicycle Plan”.
Page 5-24 *Continuation of Goal #2, Ag., Cult. & Nat. Resources: Delete Town Newsletter and change the milestone year.
*Goal #4, Issues & Opportunities: Delete via newsletters.
Page 5-25 *Goal #5: Delete the entire last goal referring to Form a sub-committee… identify and designate Town roads as Wisconsin Rustic Roads.

A definition of milestone date will need to be incorporated into the document.

The milestone dates of all of the Goals & Objectives will be reviewed prior to the completion of the draft Plan.
Review Draft Chapters: Chapter 6.0 Utilities & Community Facilities:
Jeff Sanders, OMNNI, has asked that the Committee disregard the current version of this chapter. He was unaware that his former colleague had not revised the Town of Empire draft so that it would apply to the Town of Taycheedah. Mr. Sanders will distribute a revised draft at the September meeting.

4. Discuss the Community Survey. Tabulation of the surveys is nearly complete. Joanne Thome is in the process of compiling the results.
5. Public Comment. None was received.
