9. Closed Session pursuant to Wis. Stats. 19.85(1)(i). The Commission may convene into Closed Session at 10:00 a.m., or later for consideration of any and all matters related to acts by businesses under S. 560.15 which, if discussed in public could adversely affect the business, its employees or former employees. Subject: Contracted services.

MINUTES

The Johnsburg Sanitary District Commission met on Tuesday, September 4th, 2007, at 9:00 a.m., at the Taycheedah Town Hall, for the purpose of conducting their September monthly meeting. Members present were President Franz Schmitz, Commissioners Dennis Lefeber and Ken Schneider and Recording Secretary Brenda Schneider.
1. Call to order. President Schmitz called the meeting to order at 9:00 a.m.
2. Approval of meeting minutes. The Commission reviewed the minutes of the 8/70/07 meeting. Hearing no objections, the President declared the minutes approved as presented.
3. Discuss operational issues and the status of pump operation. Brian Schmitz, Maintenance Technician, did experiment with offsetting certain manhole covers to determine if additional ventilation will help alleviate odors in the Johnsburg Road force main area. The outcome of the experiment is unclear; however, the Stempers and the Petries have recently complained about odors. The Commission discussed altering the system to pump less often to help flush the system or more often to prohibit the build-up of gases. The Commission will meet in the near future with Brian Schmitz, Maintenance Personnel, to manipulate the system.
The deodorizing crystals located in select manholes will be checked. There is a question of whether or not the crystals are prohibiting air flow.
4. Consideration and possible increase in the hourly wage paid for maintenance services. The hourly wage of $18.00 for the lead maintenance person was established 9/21/04. Ken Schneider motioned to increase the hourly wage to $19.00. Motion died for lack of a second.
5. Discuss Taycheedah Sanitary District No. 1 operation & maintenance report. The report was reviewed. A joint meeting of the districts is scheduled for September 6th, at 5:00 p.m.
6. Approval of District bills. Dennis Lefeber motioned to approve the bills totaling $715.28 (order nos. 57-60), and to authorize the following:
• Transfer $700.00 from the User Charge Account to the regular checking account for operational expenses,
• Transfer $7,616.47 from the User Charge Account to the RD-Debt Service Account,
• Transfer $393..82 from the User Charge Account to the Reserve for Replacement Account,
• Payment $19,116.00 of additional principal toward the debt supported by the tax levy,
• Transfer of $5,042.73 from the User Charge Account to the Local Revenues Account to correct a deposit error,
• Transfer $2,218.81 from Debt Service to the User Charge account to correct a deposit error,
• Transfer $151.29 from the Reserve for Replacement Account to the User Charge Account to correct a deposit error, and
• Void Ck.#2 to Verizon dated Feb. 6, 2007, in the amount of $47.75.
The motion was seconded by Ken Schneider. Motion carried (3-0).
7. Schedule the next meeting. The next meeting is scheduled for October 2nd, at 9:00 a.m..
8. Commissioners’ reports and comments. No reports were given.
9. Closed Session pursuant to Wis. Stats. 19.85(1)(i), Considering any and all matters related to acts by businesses under S. 560.15 which, if discussed in public could adversely affect the business, its employees or former employees. Dennis Lefeber motioned to enter into closed session pursuant to Wis. Stats. 19.85(1)(i) at 10:23 a.m., seconded by Ken Schneider. Motion carried unanimously by roll call vote.
10. Adjournment. Dennis Lefeber motioned to adjourn the meeting at the conclusion of the closed session at 11:05 a.m., seconded by Ken Schneider. Motion carried (3-0).
