MINUTES

The Town of Taycheedah Comprehensive Planning Committee met on Thursday, September 20th, 2007, at 6:30 p.m., at the Taycheedah Town Hall. Members present at the meeting were: Ed Braun, Jerry Guelig, Tim Krawczyk, Neal Nett, Rebecca Ries, Brenda Schneider, Joanne Thome, Joe Thome and Mike Wirtz. Also in attendance were approximately 2 residents.

1. Call to order. Chairman Ed Braun called the meeting to order at 6:35 p.m.

2. Approval of minutes. Joanne Thome motioned to approve the minutes of the August 16th meeting, seconded by Mike Wirtz. Motion carried (9-0). The Committee was informed that due to the length of the chapters that need to be reviewed prior to the next meeting with Jeff Sander, OMNNI, the project schedule has been extended by one month. The next meeting with OMNNI will occur November 15th.
3. Review Draft Chapters:

Chapter 5.0 Transportation.
The revised Chapter 5 is yet to be posted on the website. Therefore, the Committee will not verify the accuracy of the incorporation of revisions.

Recently, OMNNI submitted a bill for payment in full for the project. Jeff Sander explained to Brenda Schneider that the project was being used as a training exercise. This caused the billing of hours for his and his trainee’s time. Mr. Sanders assured Brenda that the Town will not be charged more than the agreed upon fee. The Town Board will withhold the last payment of $2,139.65 as a retainer.

Chapter 6.0 Utilities & Community Facilities.
Revisions, Corrections or Clarifications requested:
Pg. 6-1 *Utilities and Community Facilities Vision. Change 2025 to “2028”. Please do a search and replace of the entire document.
*Map of the sanitary districts needs to be added.
Pg. 6-2 *Town of Taycheedah Sanitary District No. 1. Insert this sentence, “This District provides sewer access to the City of Fond du Lac Wastewater Treatment for all upstream districts.”
*Town of Taycheedah Sanitary District No. 1. Insert “corridor” after USH 151.
*Change the name Town of Taycheedah Sanitary District No. 2 (Johnsburg) to “Johnsburg Sanitary District”. The name was formally changed shortly after its formation.
*Johnsburg Sanitary District. Insert “church” in the sentence that contains scattered commercial operations and one school facility.
*Correct Town of Taycheedah Sanitary District No. 3 (St. Peter) to “Town of Taycheedah Sanitary District No. 3-St. Peter Area Sanitary District”.
* Town of Taycheedah Sanitary District No. 3 (St. Peter). Insert this sentence, “The initial construction of the wastewater collection system was completed in March, 2004, servicing over 400 existing homes.”

Pg. 6-4 *Stormwater Management. Contact Lynn Mathias, Fond du Lac County Land & Water Conservation Dept. regarding the impact of NR216 and the Metropolitan Planning Organization.
*Shoreland. Change Fond du Lac County Zoning Ordinance to “Fond du Lac County Shoreland Zoning Ordinance”.
*Shoreland. Change Fond du Lac Floodplain District Zoning Ordinance to “Fond du Lac County Floodplain Zoning Ordinance”.
*Stormwater Best Management Practices (BMP). Change Fond du Lac County Zoning Ordinance to “Fond du Lac County Erosion Control and Stormwater Management Ordinance”.

Pg. 6-5 *Water Supply. Change $7,000 to “$4,000”.
*Electricity and Natural Gas. Include “WE Energies” as an electricity provider. Insert a paragraph describing WE Energies.
*Wind Energy. The Committee recommends the Town Board research and adopt a wind energy ordinance.
*Wind Energy. Insert the following paragraph or a variation of it:
Blue Sky Green Field.
“The 88 turbine wind farm, which will generate up to 145 megawatts of electric energy, is scheduled to be fully-operational by June 2008. The wind farm is located immediately adjacent to the Town of Taycheedah within the towns of Calumet and Marshfield. The project, owned by WE Energies, is estimated to cost $300 million, and will generate enough electricity to power up to 36,000 homes each year. The turbines will be 396 feet tall to the tip of the blades. Each blade will be 134 feet long.”
“WE Energies has indicated an interest in expanding the wind farm by installing additional turbines on properties located in the northeast section of the Town of Taycheedah. If the expansion occurs, the project will be known as Blue Sky Green Field Lake Breeze.”
Pg. 6-6 *Park and Recreation Facilities. Second paragraph, verify search and replace changed 2025 to “2028”.
Pg. 6-7 *Local and Long Distance Telephone Service. Change SBC, Ameritech and TSD are among the primary to “There are several”.
*Internet. Second paragraph, change High speed DSL service is not available to “High speed DSL is available to a select area”.
*Postal Service. Delete Town of Eden. Insert “Malone and Mt. Calvary”. Note: Malone Post Office is located in the Town of Taycheedah.
*Cellular/PCS Towers. Delete near STH 23 has. Insert “located with the Town of Taycheedah have”.
Pg. 6-8 *Cemeteries. Change three to “four”. Change Lakeview Road to “CTH W. Add “and Holy Family Parish Cemetery, off of CTH WH.”

*Health Care Facilities. Change 2025 to “2028”.
*Childcare Facilities. Delete the sentence: Since there are no large childcare facilities in Taycheedah and most residents work in nearby communities, many Town residents utilize childcare options near their places of employment.
Pg. 6-9 *Senior Services. Change down to “an increase”.
*Library. Second paragraph, add “St. Peter” to (including Taycheedah at Peebles).
*Fond du Lac School District. Capitalize the w in waters Elementary Schools.
*After Table 17, insert the following paragraph:
”There are a number of private schools available to Town residents.”
Pg. 6-11 *Solid Waste Disposal and Recycling. Delete institutional.
* Solid Waste Disposal and Recycling. Strike once each week.
* Solid Waste Disposal and Recycling. Strike on a three year cycle.
* Solid Waste Disposal and Recycling. Remove the parenthesis.
*Solid Waste Disposal and Recycling. Strike Waste Management has provided solid waste disposal and recycling services with the Town since it has offered curbside pick-up to residents.
*Police Protection. Change uninformed to ”uniformed”.

“In 2006, an expansion of the jail was completed. The expansion has given the County the opportunity to house out-of-county prisoners; which has created an additional source of revenue. It is expected that the jail will meet the needs of the County for many years.”
*Police Protection. Correct the name in the footnote to “Dean Will”.

These include snowmobile trails, hiking/biking trails, cross-country ski trails, sledding hills and nature trails (hiking only) to name a few. The natural geography and unique contour of the Park provides great potential for development of the aforementioned recreational avenues plus more. The Park currently has parking area only at the southern end (off Kiekhaefer Parkway), however, vehicle access does exist on the north and east sides with both entrances/exits being gated.”

Restate the seconded sentence to state “ The 2000 Wastewater Agreement Between City of Fond du Lac, Wisconsin and Outlying Sewer Group and Intergovernmental Agreement Among the City of Fond du Lac and the Towns of Fond du Lac, Empire, Taycheedah and Friendship and the Respective Town Sanitary Districts to Provide for Orderly Growth and Development within Agreed-Upon Municipal Boundaries are primary examples of these efforts.”

The Committee will review Chapter 7.0 at their October 18th meeting.
