MINUTES

The Park & Rec. Advisory Council met on Wednesday, October 10th, 2007, at 6:30 p.m., at the Town Hall. Present were Chairperson Earl Jewett, Bob Roehrig, Orville Schmitz, John Rickert, Gary Morgen, Lyle Nett, John Abler and Secretary Brenda Schneider. Absent were Linda Calvey, Bill Holzbach, Kim Bertram, John Morris and Ed Schneider.
Chairperson Jewett called the meeting to order at 6:30 p.m.. The Council dispensed with the approval of the minutes of the 9/5/07 meeting.
1) Budget review. To date, $826.00 of the $5,000.00 Park budget has been expended.
2) Work days-October 20th & Nov. 3rd. October 20th-Information kiosk, trail signs and the perimeter fence will be the projects. Several boy scouts and mountain bikers are expected to assist. Nov. 3rd-Trail brushing and erosion projects will be the projects.
3) Discuss status of 2007 projects:
a) Drainage-railroad bed trail. The Committee discussed asking Mike Sabel to use the grader to scrape the silt from the trail’s surface, create a swale and cut back the hill in order to allow surface water to drain away from the trail. Additional stone base may be needed at Mike’s discretion. If possible, screenings will be stockpiled if the project can’t be completed during the current year. Gravel will also be needed for the parking lot.
b) Erosion control. A November 3rd Work Day project.
c) Perimeter fencing. A November 3rd Work Day project. A group of mountain bikers has volunteered to install the fence. The Town will have all necessary materials on-hand.
d) Information kiosk. November 3rd Work Day project. Gary & Lyle will coordinate the project. A couple of Boy Scouts are interested in assisting with the building of the kiosk.
e) Identification signs-main entrance, other accesses. The Committee consensus was to order a Park entrance sign similar to the new sign at the Town Hall.
f) Trails-signs, posts, planning. Bob Roehrig expects to have 10-20 more trail markers ready for installation.
g) Sledding hill-shelter, excavating, lighting. The Committee will work on extending the parking area.
h) Cub Scouts-birdhouses. Dave Sehloff will be a consultant to the Cub Scouts. Dave will assist with the types of houses and their locations. The Scouts planned to work on the project over the winter and install the birdhouses in the spring/summer of 2008.
4) Discuss future projects
a) Observation platform. Gary Morgen will develop a design. A concrete pad could be poured during the dry season. The platform could have built-in benches.
b) Parking area-Silica Road. Further research is needed.
c) Scenic Overlook. The Committee discussed extending a road from the upper area to Kiekhaefer Parkway.
d) Other possible projects. Cut brush along access roads and trim trees along the trail from Lakeview Road.
e) 2008 Budget request. The 2008 Budget request is $5,000.00.
5) Public Comment. None given.
6) Next meeting. The Committee’s next meeting will take place on Wednesday, January 16th, 2008, at 6:30 p.m..
7) Adjournment. Bob Roehrig motioned to adjourn at 7:50 p.m., seconded by John Rickert. Motion carried.
