The Town of Taycheedah Comprehensive Planning Committee met on Thursday, October 18th, 2007, at 6:30 p.m., at the Taycheedah Town Hall. Members present at the meeting were: Ed Braun, Jerry Guelig, Tim Krawczyk, Neal Nett, Rebecca Ries, Brenda Schneider, Joe Thome and Mike Wirtz. Member absent was Joanne Thome. Also in attendance were approximately 2 residents.

1. Call to order. Chairman Ed Braun called the meeting to order at 6:36 p.m.

2. Approval of minutes. Rebecca Ries motioned to approve the minutes of the September 20th meeting, seconded by Tim Krawczyk. Motion carried (8-0-1 absent). Members of the Committee will attend the November meeting of the Town Board to request they consider adopting a wind turbine ordinance.

3. Review Draft Chapters:

All Chapters revision.
Perform a search and replace to change every hamlet to “community”.
Perform a search and replace to change every hamlets to “communities”.

Chapter 5.0 Transportation.
The revised Chapter 5, as posted on OMNNI’s website, has been revised to incorporate the revisions made by the Committee. It was noted that the citizens survey results have also been incorporated.

Chapter 6.0 Utilities & Community Facilities Map.
Revisions, Corrections or Clarifications requested:
• Correct the spelling of Roosevelt Park,
• Show Kiekhaefer Park as recreational,
• Identify the Town Hall at the proper location,
• Determine why utilities are noted near the intersection of Hwy. 151 and Kiekhaefer Parkway,
• Remove the reference of Fred Sieber’s driveway as a town road,
• Correct the spelling of Fineview Road,
• Eliminate the power line notations, instead consider delineate territory.

Chapter 7.0 Agricultural, Natural & Cultural Resources.
Revisions, Corrections or Clarifications requested:
Pg. 7-1 *Agricultural, Natural & Cultural Resources Vision. Change 2025 to “2028” and correct the spelling of Agricultural and Cultural.
Pg. 7-2 *Agricultural Resources. Second paragraph, change 100 bushels to “125 bushels”. Also make the change in the legend of the Agricultural Productivity Map.
*Fourth checkmark. Add at the end “and Lake Winnebago.”

Pg. 7-8 *Wetlands & Floodplains. Second paragraph, verify the applicability to the Town of Taycheedah and revised according to the recently released Floodplain Maps.
*Wetland & Floodplains. Third paragraph, correct area to “are” and both ensured to “insured”.
Pg. 7-9 *Woodlands. First paragraph, first sentence. Change record to “document”.
*Woodlands. Delete the entire third paragraph and both checkmarks.
Pg. 7-10 *Environmental Corridors. Third paragraph. Delete the last sentence As more of Wisconsin’s farms are converted to subdivisions, these important areas for wildlife habitat are lost.
Pg. 7-11 *Exotic and Invasive Species. Delete (or even require using the Taycheedah Zoning Ordinance).
*Fox Locks Debate. Insert the word “side” in the following sentence: On one “side” of the debate are those looking to travel from Green Bay to Lake Winnebago on the Lower Fox, and on the other “side” are those that want to preserve and protect the ecosystem from the invasive species.

*Delete the entire first paragraph and replace it with the following paragraphs:
“The goal of Wisconsin Administrative Code Chapter NR135 is to provide a framework for statewide regulation of nonmetallic mining reclamation. As part of NR135, Fond du Lac County adopted the Nonmetallic Mining Reclamation Ordinance. The County’s ordinance applies to operators of nonmetallic mining sites within Fond du Lac County operating on or after August 1, 2001. The Town of Taycheedah has consistently addressed nonmetallic mining and reclamation in their Zoning Code. The Town’s ordinance applies to operators of nonmetallic mining sites within the Town that were operating before August 1, 2001. In other words, the County administers and enforces reclamation for the areas of the quarries opened on or after August 1, 2001; and the Town administers and enforces reclamation for the areas opened prior to August 1, 2001.”

“Reclamation is the rehabilitation of disturbed areas resulting from surface mining. The main objective of reclamation is to reestablish the vegetative cover, soil stability and water conditions at the mining site. Reclaimed mines may result in fish and wildlife habitat, grazing, forestry, wetlands, recreational, commercial or industrial uses.”

“Mining operators are required to provide financial assurance to the County for the areas of the mine opened on or after August 1, 2001; and to the Town for the areas opened prior to August 1, 2001. The purpose of the financial assurance is to ensure reclamation of the site.”

Pg. 7-22 *Wisconsin Pollutant Discharge Elimination System Permits (WWDES). Third paragraph and all checkmarks. Revise as necessary to acknowledge its adoption and its current application. The Committee discussed requesting the Town Board adopt a Livestock Siting Ordinance. Joe Thome will research the issue and report to the Committee.
Pg. 7-25 *Long-Term Sustainability of Farming in Taycheedah. First paragraph. Change both has in the first and second sentences to “can”.
Pg. 7-26 *Paragraph continued at the top of the page. Delete Instead, young people seek jobs with vacations, 401K, and other benefits farming has not been able to traditionally provide.
Pg. 7-27 *Specialty Farming. Add two checkmarks. One for “Ag-tourism” and the second for “Specialty animal operations”.
Pg. 7-28 Return of Young Workers to Farming. Add a third checkmark: “Support the Fond du Lac Agribusiness Council in its efforts to provide local awareness of the importance of agriculture in every person’s daily life. Recognize the Agribusiness Council’s Ag Ambassador Program which provides valuable classroom training about Wisconsin agriculture to Fond du Lac students.”
