Special Business Meeting
The above noted Town Boards will meet to discuss DNR Stormwater Permit requirements; and to consider inter-governmental collaboration in meeting the permit requirements.

The Town Board of the Towns of Fond du Lac, Friendship and Taycheedah met for a Joint Business Meeting on Monday, February 25th, 2008, at 6:00 p.m., at the Town of Fond du Lac Town Hall.
Members present were:
Town of Fond du Lac Town Board: Chairman Harold Manske, Supervisors Phyllis Giese and LeRoy Schmitz, Clerk Patti Supple and Treasurer Melvin Buechel.
Town of Friendship Town Board: Chairman Chuck McCourt and Supervisor Gordon Stettbacher. Absent: Supervisor Dian OBrien.
Town of Taycheedah Town Board: Supervisors Mike Wirtz, Jim Bertram, John Abler and Tim Simon and Clerk Brenda Schneider. Absent: Chairman Jerry Guelig.
Also present: Attorney John St. Peter and Ron Cunzenheim, REC Engineering.
Chairman Manske called the meeting to order.
Supervisor LeRoy Schmitz moved to approve the minutes of the January 24th, 2008, Joint Stormwater Meeting, seconded by Phyllis Giese. Motion carried.
Ron Cunzenheim gave the following report:
NEWSC (Northeastern Wisconsin Stormwater Consortium) is an organization that works on behalf of its members by assisting them in meeting MS4 permits requirements and other DNR related requirements.
Membership is voluntary.
Some of the services and sample documents accessible to members are as follows:
o Model ordinances,
o Reference material,
o Training material,
o Compose seasonal news articles, and
o Assist with dispute resolution with the DNR.
North Fond du Lac highly recommends NEWSC.
The Municipal Storm Water Permit Annual Report is due March 31, 2008.
Attorney St. Peter gave the following report:
He spoke with Nancy Lamers, NEWSC staff member. He is awaiting a response as to whether or not the three towns can become a member jointly.
Membership for each town is $500.00, based upon population.
NEWSC has the programs and protocol established.
He has contacted Gus Glaser, DNR, to inform him of the efforts by the three towns. Mr. Glaser is supportive.
Each town must adopt the following ordinances:
o Construction Site Erosion Control,
o Post-Construction Site Erosion Control, and
o Illicit Discharge (draft is yet to be compiled by the DNR).
He contacted Lynn Mathias, Fond du Lac County Land & Water Conservation Department. Mr. Mathias expressed an interest in working with the three towns in the administration of the necessary ordinances. However, the Countys ordinances may not be compliant with the MS4 standards. Mr. Mathias intends to ask the DNR for a review and opinion. He recommends waiting on the adoption of the Construction Site Erosion Control Ordinance and the Post Construction Site Erosion Control Ordinance until a response is received from Lynn Mathias.

TOWN of FOND DU LAC: Harold Manske motioned to apply for membership in NEWSC, seconded by Phyllis Giese. Motion carried (3-0).
TOWN of TAYCHEEDAH: Mike Wirtz motioned to apply for membership in NEWSC, seconded by John Abler. Motion carried (4-0-1 absent).
TOWN of FRIENDSHIP: Chuck McCourt motioned to apply for membership in NEWSC, seconded by Gordon Stettbacher. Motion carried (2-0-1 absent).
Mr. Cunzenheim will coordinate the completion of the Annual Reports for the three towns. Each town will receive their completed report prior to their March Board Meetings.
Each town will give notice, via their posted meeting agenda, of public review and comment on the Annual Report.
Attorney St. Peter will continue to communicate with Fond du Lac County regarding the possibility of collaborative efforts for the administration, enforcement and possibly periodic outflow testing.
Each town will submit a completed NEWSC membership application form.
Next meeting was scheduled for Monday, April 21st, at 6:00 p.m., at the Town of Fond du Lac Town Hall.
Mike Wirtz moved to adjourn the meeting at 6:40 pm., seconded by Chuck McCourt. Motion carried.
