MINUTES

The Town of Taycheedah Comprehensive Planning Committee met on Thursday, March 20th, 2008, at 6:30 p.m., at the Taycheedah Town Hall. Members present were: Ed Braun, Jerry Guelig, Neal Nett, Rebecca Ries, Brenda Schneider, Joanne Thome and Mike Wirtz. Members Tim Krawczyk and Joe Thome were excused. Also present were six residents.

1. Call to order. Chairman Ed Braun called the meeting to order at 6:30 p.m.

2. Approval of minutes. Mike Wirtz motioned to approve the minutes of the February 21st meeting, seconded by Joanne Thome. Motion carried (7-0-2 absent).

3. Review Draft Chapters:

A. Chapter 8.0, Economic Development.
The Committee reviewed the draft subsection Residential Development as Economic Development compiled by members Neal Nett and Rebecca Ries. This is a subsection added to the chapter.

Joanne Thome moved to add the subsection to Section 8-14 as presented, seconded by Jerry Guelig.

After considerable discussion, Joanne Thome moved to amend the motion as follows:
o Paragraph 2, remove the sentence “These entities, in turn, are more likely to continue funding town coffers through tax levies and other property taxes.”
o Paragraph 3, remove the sentence “This would suggest that the town might benefit from some growth in those areas and from the tax revenue those uses would bring.”
Jerry Guelig seconded by amendment to the motion. Amendment to the motion carried (7-0-2 absent). Initial motion carried (7-0-2 absent).

Neal Nett moved to replace Chapter 8-18, Issues & Concerns, Residential Development as Economic Development, as presented by OMNNI, with the re-written subsection, with the following revisions:
o Delete “Issues & Concerns” in the title.
o Insert as Economic Development in the title.
o Include a definition of “leapfrogging”.
o Loss of Rural Character, Paragraph 2, replace the words “will remain” with the words could be.
o Paragraph 2, delete the word “high”.
o Paragraph 2, replace the semi-colon with a comma.
o Direct the Consultant to draft corresponding goals.
The motion was seconded by Mike Wirtz. Motion carried (7-0-2 absent).

Page 8-19 *First sentence, Delete the words “ing residential and commercial”. The revised sentence will be “Sprawl development patterns are a concern to residents of Taycheedah”.

*The box definition to the right, delete the word “RURAL” and substitute the verbiage in the box with the Webster definition of sprawl.

B. Chapter 9.0, Existing Land Use.
The page numbering format is not consistent with the remainder of the document.

Page 9-2 *Replace “hamlets” with communities.
Page 9-9 *Use consistency with the use of a hyphen in the word extraterritorial.
*Subdivision Regulations, first sentence, delete “and Platting Ordinance”.
*Extra-Territorial Plat Review, correct the word “COBFIRM”.
Page 9-10 *Residential Development, delete “As discussed in chapter 8: Economic Development, residential is the costliest in terms of tax revenue needed to maintain the services and infrastructure associated with that form of development. Despite this fact,”.
Page 9-11 *First paragraph on the page, verify the math. 2006-2026 is a 20-year period not a 25-year period.
*Second paragraph, last sentence, change “make” to may.
*Farming, first paragraph, delete the words “diminished farm product returns, aging farmers seeking retirement through land sales, and demand for rural housing” and insert consolidation.
Page 9-12 *Definition box, replace the verbiage with information pertaining to the Intergovernmental Agreement Among the City of Fond du Lac and the Towns of Fond du Lac, Empire, Taycheedah and Friendship and the Respective Town Sanitary Districts to Provide for Orderly Growth and Development within Agreed-Upon Municipal Boundaries.
Page 9-13 *Methods of Annexation, paragraph 5, may need to be revised due to recent changes in legislation.
Page 9-14 *Delete “next page” and insert Table 22.
Page 9-15 *Verify the accuracy of the 1997 goals.

4. Review Current Land Use Map.
The Committee made numerous revisions to the map.

5. Public Comment. None was received.

Next meetings will be held on Thursday, April 17th, at 6:30 p.m.

6. Adjournment. Mike Wirtz motioned to adjourn at 8:50 p.m., seconded by Neal Nett. Motion carried (7-0-2 absent).
