Annual Meeting of the Electors
Tuesday, April 8 2008
TIME: 7:30 p.m.
LOCATION: at the Town Hall

Notice is hereby given that the Annual Town Meeting of the Electors will be held on
Tuesday, April 8th, 2008
at 7:30 p.m.,
at the Taycheedah Town Hall
for the purpose of such business as is permitted by law. Wis. Stats. 60.10.

MINUTES

The Annual Meeting of the Electors of the Town of Taycheedah was held on Tuesday, April 8th, 2008, at 7:30 p.m., at the Taycheedah Town Hall. Town Board members present were Chairman Jerry Guelig, Supervisors Tim Simon, Mike Wirtz, John Abler and Jim Bertram and Clerk Brenda Schneider. Treasurer Kathy Diederich was excused. Assessor Bill Huck was absent. Approximately 55 residents were in attendance.
The Town Chairman called the meeting to order at 7:30 p.m. The Pledge of Allegiance was recited. The minutes of the 2007 Annual Meeting were available for attendees. Ed Braun motioned to accept the minutes of the 2007 Annual Meeting as presented, seconded by Jim Huck. Motion carried by voice vote.
The 2007 Financial Report was reviewed. The Board responded to numerous questions. An Elector was warned of the need to maintain orderly behavior. Brian King motioned to approve the 2007 Financial Report as presented, seconded by Bill Gius. Motion carried by voice vote. A statement of the Town’s financial position prepared by Treasurer Kathy Diederich was read.
The Electors provided the following suggestions:
• The need to have Waste Management inform residents to bag their recyclable materials so that the wind does not blow the materials out of the trucks.
• The need to require additional bonding from contractors for road settling.
Concerns voiced by Electors were as follows:
• Structure damage to a home caused by blasting needed for sewer construction. The owner is seeking reimbursement for damages.
• The negative impact to a few residential wells caused by sewer construction affecting the water table.
An elector was physically removed from the meeting for disorderly conduct at this time.
The Town Board gave the following status report:
• The Town’s Comprehensive Plan.
o The Committee meets on the third Thursday of the month.
o It is anticipated that the Plan will be adopted in the fall.
The Board heard comments and questions from Electors on the following matters:
• Wind turbines coming to the Town of Taycheedah.
o WE Energies is contacting landowners in order to determine the level of interest in hosting a turbine.
o WE Energies will host a public informational meeting in July.
o The Town Board is in the process of developing an ordinance that would regulate wind turbines.
o The Town’s current ordinance establishes wind turbines as a conditional use.
o The State is requiring that at least 10% of its energy be generated by renewable resources.
o Electors requested the following:
 Wait to see what happens in Marshfield and Calumet before allowing them in Taycheedah.
 Concerned that eminent domain will be used to put up more turbines.
 Publish a notice of the July informational meeting in the Action Advertiser.
• Guardian Pipeline.
o Guardian offered unfair compensation.
o 79 property owners are being sued under eminent domain.
• Town Board meetings.
o The Town Board will consider starting their meetings one-half hour later.
The Town Board continued presentation of the following status reports:
• Park donation in St. Peter.
o A former resident has purchased the lot at the corner of CTH QQ and Hillside Drive.
o The former resident will also donate $15,000 for the purchase of playground equipment.
o The Park & Rec. Committee will meet on April 24th to gather input pertaining to the development of the park.
o The Committee will accept donations of cash, labor, etc., for the project.
• Kiekhaefer Park.
o The prairie was burned.
o The Park & Rec. Committee has several projects planned for the year.
o A workday will be held on Saturday, April 26th.
The Board heard comments and questions from Electors on the following matters:
• Scenic Overlook.
o The Board was asked to consider leaving some brush near the south end for animal habitat.
• The dog feces on private property notice.
o Verbal complaints have been received over the past few years.
o An anonymous letter naming violators was received by a Supervisor.
o The Supervisor made personal contact with the reported violators.
Bill Gius moved to adjourn the 2008 Annual Meeting of the Electors at 9:09 p.m., seconded by Joanne Thome. Motion carried by voice vote.
