MINUTES

The Johnsburg Sanitary District Commission met on Tuesday, April 8th,, 2008, at 9:00 a.m., at the Taycheedah Town Hall, for the purpose of conducting their April monthly meeting. Members present were President Franz Schmitz, Commissioners Dennis Lefeber and Ken Schneider and Recording Secretary Brenda Schneider.
1. Call to order. President Schmitz called the meeting to order at 9:00 a.m.
2. Approval of meeting minutes. The Commission reviewed the minutes of the 3/4/08 meeting. Hearing no objections, the President declared the minutes approved as presented.
3. Discuss operational issues. The Petrie’s have notice foul odors for quite some time. They have noted wind direction and speed in the month of March. They could not determine any correlation between the odor occurrences and the wind conditions. The interior venting may be contributing to the problem. Brian Schmitz will be directed to do a gas reading inside the home and the Inspector will be directed to inspect the plumbing. The Commission will contact the contractor who connected the home to the sewer.
4. Discuss petitioning for election of commissioners. After a brief discussion, the Commission decided to not pursue the election of commissioners at this time.
5. Consideration and possible approval of an Acceptance Letter for the Meyer Court extension. East Central Wisconsin Regional Planning Agency is in the process of finalizing the Sewer Service Area acreage swap. Foth & Van Dyke has reviewed the sewer extension plan and has made recommendations for modifications to the plan. The Commission postponed action on the Acceptance Letter pending verification of the incorporation of Foth’s review comments.
6. Discuss unresolved matters with Taycheedah Sanitary District No. 1. The Commission discussed the Winnebago Drive bridge project.
7. Discuss the draft Taycheedah Sanitary District No. 1 Operation & Maintenance Agreement. The Commission prefers to adopt a uniform Agreement applicable to all districts. They would support paying operation and maintenance costs attributable to each lift station; however, they do not support paying for the installation and operation of a meter at each lift station.
8. Approval of District bills. Dennis Lefeber motion to approve the bills totaling $3,406.39 (order nos. 19-26), and to authorize the following:
• Transfer $3,500.00 from the User Charge Account to the regular checking account for operational expenses,
• Transfer $471.11 from the User Charge Account to the Debt Service Account,
• Transfer $38.20 from the User Charge Account to the Reserve for Replacement Account, and
• Transfer $781.00 from the User Charge Account to the Debt Reserve.
The motion was seconded by Ken Schneider. Motion carried (3-0).
9. Schedule the next meeting. The next meeting was scheduled for Tuesday, May 6th, at 9:00 am. A joint meeting of the east shore districts is scheduled for April 21st. The semi-annual OSG meeting will be held on April 17th.
10. Commissioners’ reports and comments.
11. Adjournment. The Chairman declared the meeting adjourned at 11:02 a.m.
