MINUTES

The Johnsburg Sanitary District Commission met on Tuesday, May 6th,, 2008, at 9:00 a.m., at the Taycheedah Town Hall, for the purpose of conducting their May monthly meeting. Members present were President Franz Schmitz, Commissioners Dennis Lefeber and Ken Schneider and Recording Secretary Brenda Schneider.
1. Call to order. President Schmitz called the meeting to order at 9:05 a.m.
2. Approval of meeting minutes. The Commission reviewed the minutes of the 4/8/08 and the 4/21/08 meetings. Hearing no objections, the President declared the minutes approved as presented.
3. Discuss operational issues. Brian Schmitz, Maintenance Person, has tested gas levels at the Johnsburg Road force main discharge location. He has determined that 50% of the gases are coming from the east and 38% from the west. Mr. Schmitz will be asked to attend the June meeting to discuss the matter further.
4. Consideration and possible approval of the inspection/maintenance reports. Brian Schmitz will be asked for input at the June meeting. Commission requested the addition of a “time spent” line to the forms.
5. Consideration and possible approval of an Acceptance Letter for the Meyer Court extension. East Central Wisconsin Regional Planning Agency has approved the Sewer Service Area acreage swap. Dennis Lefeber motioned to authorize the issuance of the Approval Letter for the extension of the Meyer Court sanitary sewer, seconded by Ken Schneider. Motion carried (3-0).
6. Discuss unresolved matters with Taycheedah Sanitary District No. 1. The Commission discussed the Winnebago Drive bridge project and the draft Operation & Maintenance Agreement..
7. Consideration and possible adjustment to the hourly wage paid for maintenance services. Brian Schmitz will be asked to give input on the matter at the June meeting.
8. Approval of District bills. Dennis Lefeber motion to approve the bills totaling $2,774.85 (order nos. 27-33), and to authorize the following:
• Transfer $2,700.00 from the User Charge Account to the regular checking account for operational expenses,
• Transfer $258.68 from the User Charge Account to the Debt Service Account,
• Transfer $10.80 from the User Charge Account to the Reserve for Replacement Account,
• Transfer $50,000 from the Debt Service Account to a Certificate of Deposit, and
• Acknowledge the semi-annual debt payment of $14,819 (supported by the user charge).
The motion was seconded by Ken Schneider. Motion carried (3-0).
9. Schedule the next meeting. The next meetings were scheduled for Tuesday, June 3rd and July 8th, at 9:00 am. A joint meeting of the east shore districts is scheduled for May 28th and June 25th. Franz has a conflict with the June meeting. He intends to ask the group to cancel it.
10. Commissioners’ reports and comments. Johnsburg is in charge of providing the lunch of the May joint meeting. The Commission discussed the menu.
11. Adjournment. The Chairman declared the meeting adjourned at 11:07 a.m.
