MINUTES


The Town of Taycheedah Comprehensive Planning Committee met on Thursday, June 19th, 2008, at 6:30 p.m., at the Taycheedah Town Hall. Members present were: Ed Braun, Jerry Guelig, Neal Nett, Rebecca Ries, Brenda Schneider, Joanne Thome and Joe Thome. Excused were: Tim Krawczyk and Mike Wirtz. Also present were 7 residents.

1. Call to order. Chairman Ed Braun called the meeting to order at 6:34 p.m.

2. Approval of minutes. Joanne Thome motioned to approve the minutes of the May 15th meeting, seconded by Rebecca Ries. Motion carried (7-0-2 absent).

3. Review Draft Chapters:

A. Chapter 10.0, Future Land Use.
Pg. 10-10 *TRADITIONAL NEIGHBORHOOD DESIGN (TND). Change the title to TRADITIONAL NEIGHBORGOOD DEVELOPMENT.
Pg. 10-12 *Zoning Ordinance. The Committee questioned the purpose of this section. A written response from the Consultant summarizes that the Zoning Ordinance is a current and future land use tool. No revisions were made.
Pg. 10-15 *DESIGN ORDINANCE. First paragraph: New Urbanism should be lower case. Include the approach in the definitions.
*Second paragraph: change Lake Michigan and Green Bay to “Lake Winnebago and Fond du Lac”.
Pg. 10-16 *HOW WILL THE FUTURE LAND USE MAP BE USED? First paragraph: delete the hyphen, and insert “in” between decisions and accordance.
*Italicized paragraph: Insert “be” between shall and consistent.
Pg. 10-17 *HOW WILL THE FUTURE LAND USE MAP BE USED? Last paragraph: change recommended to “reviewed”.
*FUTURE LAND USE MAP LEGEND. First paragraph: The current zoning map for Taycheedah will be revised to be consistent with the Future Land Use map. Committee requests an explanation of the process and intent from the Consultant.
*First checkmark, Unincorporated communities. Change communities to “areas”.
*Fourth checkmark, Road. Change the category to “Roads” and insert at the end of the sentence “and their rights-of-way in the community”.
Pg. 10-18 *First checkmark, Roads. Delete this category.
*Third checkmark, Proposed Mixed-use. Delete the hyphen and capitalize use.
*Fourth checkmark, Proposed Transitional Residential District. First sentence, Delete the s in the word districts and delete the last sentence All minor land divisions would include minimum open space requirements for each newly created parcel.

*Fifth checkmark, Proposed Single-Family. Delete the hyphen.
*Eighth checkmark, Proposed Mixed Commercial/Light Industrial. Change eastern to “western”.
*Tenth checkmark, Proposed Alternative Housing and Mixed-use Development. Delete the hyphen in the title and in the descriptive sentence.
*Twelfth checkmark, Environmental Corridor. The 100 foot corridor stated in the category is inconsistent with the 50 foot buffers noted on Page 10-20. The Committee needs to address the inconsistency.
*Add the category, Proposed Pedestrian and Bike Trails. The Consultant is to compose a descriptive sentence to accompany the category.
Pg. 10-19 *TRANSITIONAL RESIDENTIAL DISTRICT. First sentence, capitalize the t in transitional.
*ALTERNATIVE HOUSING & MIXED USE. First sentence; Correct missed-uses and delete the hyphen.
*MIXED USE. First sentence: change is to “are”.
*COMMERCIAL. Insert a definition of “node” patterns.
Pg. 10-20 *ENVIRONMENTAL CORRIDOR. First sentence: Hyphenate fifty feet.
*TABLE 23. Mixed Use and Mixed Commercial/Industrial: Delete hyphens.
Pg. 10-21 *10-YEAR FUTURE LAND USE MAP HERE. Delete this item. Committee intends to develop the 20-YEAR LAND USE MAP.
Pg. 10-23 *INTERGOVERNMENTAL COOPERATION. Delete the last three sentences beginning with A key example is….
*Land Use Element. Item 4: Change 20-acre to “5-acres” and change Prime to “Exclusive”.
Pg. 10-24 *GOAL 1, Housing Economic Dev. Correct Nigh-sky.
*GOAL 1, All. Delete Eco-Municipality Ordinance goal.
*GOAL 2, Housing. Insert “development” between new and occurs and add a definition of secondary conservation areas.
*GOAL 2, Ag/Nat/Cult Res. Committee requests an opinion from the Consultant regarding Establish 50-foot buffers and the inconsistency with the Environmental Corridor of 100 feet noted on Page 10-18.

4. Review the Future Land Use Map.
The Committee made several revisions to the Proposed Future Land Use Map.

5. Review Midcourse/Mapping Meeting Summary.
Review was postponed to the July meeting.

6. Discuss group photos.
Discussion was postponed to the July meeting.

7. Public Comment. None was given.

Next meetings will be held on Thursday, July 17th with the consultant.

8. Adjournment. Joanne Thome motioned to adjourn at 9:49 p.m., seconded by Rebecca Ries. Motion carried (7-0-2 absent).
