Town Boards of the Towns of Fond du Lac, Friendship and Taycheedah

Joint Business Meeting


The above noted Town Boards will meet to discuss DNR Stormwater Permit requirements; and to consider inter-governmental collaboration in meeting the permit requirements.

Possible action by each Town Board to adopt stormwater ordinances as required by the permit.

The Town Board of the Towns of Fond du Lac, Friendship and Taycheedah met for a Joint Business Meeting on Wednesday, September 24th, 2008, at 4:00 p.m., at the Town of Fond du Lac Town Hall.
Members present were:
Town of Fond du Lac Town Board: Chairman Harold Manske, Supervisors Phyllis Giese and LeRoy Schmitz, Clerk Patti Supple and Treasurer Jody Roffers.
Town of Friendship Town Board: Chairman Chuck McCourt. Absent: Supervisors Dina O’Brien and Gordon Stettbacher.
Town of Taycheedah Town Board: Supervisors Mike Wirtz and Clerk Brenda Schneider Absent: Chairman Jerry Guelig, and Supervisors Tim Simon, John Abler and Clarence Kraus.
Also present: Attorney John St. Peter and Jim Bachhuber, Earth Tech.

Chairman Manske called the meeting to order at 4:05 p.m..

Executed contracts between Earth Tech and each of the individuals towns were submitted to Earth Tech.

Jim Bachhuber and John St. Peter gave the following report:
• Mr. Bachhuber presented a summary of the stormwater requirements. It was noted that Items #1 and #8 are not included in the contract.
• Both of them are working with Gus Glaser, DNR.
• The towns are currently in Phase 2 of the stormwater permit requirements. Mr. Bachhuber anticipates meeting all of the 2008 requirements by March 31st, 2009.
• Town road ditches and retention/detention ponds are covered under the permit.
• Each town will receive an annual report form from the DNR in January, 2009. The report will be due March 31st. Jim will assist the towns in completing the report. He recommended providing flyers at polling places, public places, insert in the tax bill and add information to their websites. He also recommended that each town publicly notice an opportunity to provide citizen involvement and participation during their budget hearings and annual meetings. The towns requested his assistance in completing the annual reports. The contracts will need to be amended to include Items #1 and #8.
• Ordinance revisions will be required periodically by the DNR. Fond du Lac County still needs to amend their erosion control and stormwater management ordinance.
• Mr. Bachhuber will contact each town to schedule site inspections of their Town Halls, Town Garages and other public facilities.
• Earth Tech will submit monthly invoices. For budgeting purposes, Mr. Bachhuber estimated billing 50% of the contract during calendar year 2008 and the remaining 50% in 2009. He further estimated $5,000 for Items#1 and #8 during 2009. The towns will also need to renew their NEWSC memberships ($500) and pay the annual permit fee to the DNR.

Earth Tech’s next steps:
• Perform site inspections of all town facilities.
• Meet individually with each town board to review aerial maps to determine the locations of any excluded commercial and residential developments.

Harold Manske moved to adjourn the meeting at 5:23 pm., seconded by Mike Wirtz. Motion carried.
