MINUTES

The Johnsburg Sanitary District Commission met on Tuesday, October 7th, 2008, at 9:00 a.m., at the Taycheedah Town Hall, for the purpose of conducting their October monthly meeting. Members present were President Franz Schmitz, Commissioners Dennis Lefeber and Ken Schneider and Recording Secretary Brenda Schneider.
1. Call to order. President Schmitz called the meeting to order at 9:08 a.m.
2. Approval of meeting minutes. The Commission reviewed the minutes of the 9/2/08 meeting. Hearing no objections, the President declared the minutes approved as presented.
3. Discuss operational issues. Brian Schmitz and Dennis Lefeber will inspect every manhole in the system over the next couple of weeks.
The Commission discussed the timing of home inspections. Dennis Lefeber moved to instruct Inspector Andy Karls to inspect 20% of the homes and any clean-outs located on those properties this fall, seconded by Ken Schneider. Motion carried (3-0).
The lawn restoration at the Mike Lefeber property is not yet complete. Jason Schmidt will have until October 13th to complete the work. If the work is not completed by Schmidt, Dennis Lefeber will contact Ledgeland Landscaping.
The repaired pump and new pump are in Brian Schmitz’s shop.
Dennis Lefeber will research the details of the probable alteration of the Johnsburg Athletic Club sewer lateral and report at the next meeting.
4. Discuss the lateral connection to Agri-Land Coop. Agri-Land’s contractors altered to location of the lateral for the new office building that was recently constructed. Inspector Don Moore is requiring a new permit for the project. The general contractor did not return the completed permit application. The excavating contractor extended the sewer several months ago without the permit. The Commission will inform Agri-Land via letter of the need to obtain a permit and pay the fee.
5. Discuss unresolved matters pertaining to Taycheedah Sanitary District No. 1. The Commission discussed the upcoming joint sanitary district meeting.
6. Consideration and possible approval of a recommendation to Taycheedah Sanitary District No. 1 regarding an Operations & Maintenance Agreement. Brenda Schneider presented a revised draft agreement for Commission review. Dennis Lefeber moved to accept the revised draft agreement, dated 9/25/08, and to submit the draft document to TSD#1 for their consideration, seconded by Ken Schneider. Motion carried (3-0).
7. Approval of District bills. Dennis Lefeber motion to approve the bills totaling $4,975.21 (order nos. 68-74), and to authorize the following:
• Transfer $3,350.00 from the User Charge Account to the regular checking account for operational expenses,
• Transfer $533.82 from the User Charge Account to the Debt Service Account, and
• Transfer $43.29 from the User Charge Account to the Reserve for Replacement Account.
The motion was seconded by Ken Schneider. Motion carried (3-0).
The District’s RD-Debt Service CDs will mature on October 12th.Ken Schneider moved to redeem $43,500.00 from the RD-Debt Service CD and to deposit it into the RD-Debt Service checking account in preparation for the December 1st annual debt payments and to re-invest the $37,619.04 balance with interest earned into another 12 month CD, and to transfer $35,000 from the RD-Debt Reserve checking account into an RD-Debt Reserve CD, seconded by Dennis Lefeber. Motion carried (3-0) Dennis Lefeber will research interest rates.
8. Schedule the next meeting. The next Commission meeting was scheduled for Tuesday, November 11th, at 9:00 am. There is also a joint meeting scheduled for Tuesday, October 30th, at 5:00 pm. The semi-annual meeting of the Outlying Sewer Group is scheduled for October 16th at 5:00 pm in North Fond du Lac and an Open House of the recently completed sewer treatment plant is October 11th.
9. Schedule a manhole inspection meeting. See Item #3.
10. Commissioners’ reports and comments. None given.
11. Adjournment. The Chairman declared the meeting adjourned at 11:20 a.m.
