Town Boards of the Town of Taycheedah, Fond du Lac & Friendship

Joint Business Meeting


The above noted Town Boards will meet to with DNR representative(s) to discuss the Stormwater Permit requirements; and to consider inter-governmental collaboration in meeting the permit requirements.

The Town Board of the Towns of Fond du Lac, Friendship and Taycheedah met for a Joint Business Meeting on Wednesday, October 8th, 2008, at 3:00 p.m., at the Town of Fond du Lac Town Hall.
Attendance was as follows:
Town of Fond du Lac Town Board: Chairman Harold Manske, Supervisor and LeRoy Schmitz, Clerk Patti Supple. Absent: Supervisor Phyllis Giese and Treasurer Jody Roffers.
Town of Friendship Town Board: Chairman Chuck McCourt and Supervisor Gordon Stettbacher. Absent: Supervisor Dina O’Brien.
Town of Taycheedah Town Board: Chairman Jerry Guelig, Supervisor Mike Wirtz and Clerk Brenda Schneider. Absent: Supervisors Tim Simon, John Abler and Clarence Kraus.
Also present: Gus Glaser, WDNR; Attorney John St. Peter; and Jim Bachhuber and Joe Hanson, Earth Tech.

Chairman Manske called the meeting to order at 3:06 p.m.

Jim Bachhuber gave the following report:
• All three towns have contracted with AECOM (formerly Earth Tech).
• Field investigative work had been done at each town hall earlier in the day.
• Computer modeling calculations of urban lands in each town will be completed by mid January.
• Existing control measures will be evaluated in the calculations.
• Results of the calculations will determine the degree of reactive measures needed.

Attorney John St. Peter gave the following report:
• Copies of current erosion control and stormwater management ordinances were presented to Mr. Glaser.
• The County ordinance will be re-affirmed by the Towns of Taycheedah and Friendship.

Mr. Glaser reviewed the following requirements:
• 2.1 The Public Education and Outreach Plan is due October 13th. He recommended utilizing NEWSC.
• 2.2 Public Involvement and Participation. Stormwater should be a public discussion agenda item once or twice a year. UW Ext. could provide video presentations.
• 2.3 Illicit Discharge. The towns must adopt an ordinance. Attorney St. Peter will supply a draft to each of the towns.
• 2.4 Construction Site Pollutant Control. The towns must adopt an ordinance Section requires Dept. of Commerce approval if delegating the authority to the County. Attorney St Peter will draft an Intergovernmental Agreement between the towns and the County.
• 2.5 Post Construction Stormwater Management. Towns must adopt an ordinance. The State and NEWSC have model ordinances.
• 2.6 Pollution prevention pertains to town-owned facilities. Requires written measurable goals for achieving compliance.
• 2.7 Stormwater Quality Management. Requires development and implementation of quality management program.
• 2.8 Stormwater Sewer Systems Map. This requirement is not part of AECOM’s contract.
• 2.9 The 2008 Annual Report will be due March 31, 2009. The towns will be required to submit a re-application. The application will be mailed to each town.

Attorney St. Peter will submit a written status report to the DNR.

The next meeting was scheduled for November 11th, 2008, at 3:00 p.m., at the Town of Fond du Lac Town Hall.

The meeting adjourned at approximately 5:00.
