MINUTES

The Johnsburg Sanitary District Commission met on Tuesday, November 9th, 2008, at 9:00 a.m., at the Taycheedah Town Hall, for the purpose of conducting their November monthly meeting. Members present were President Franz Schmitz, Commissioners Dennis Lefeber and Ken Schneider and Recording Secretary Brenda Schneider. Also present for a portion of the meeting was Brian Schmitz, Maintenance Technician.
1. Call to order. President Schmitz called the meeting to order at 9:04 a.m.
2. Approval of meeting minutes. The Commission reviewed the minutes of the 8/26, 9/30, and 10/7 meetings. Hearing no objections, the President declared the minutes approved as presented.
3. Discuss operational issues. It was discovered; during a routine inspection that one of the manholes on Mengel Hill Road had been dislodged. The Town in will repair it by the end of the week. All the remainding manholes passed inspection.
A sanitary district in Waupaca injects puffs of air into the system to eliminate odors. Ken Schneider is in the process of obtaining more information on the process.
The landscaping at the Mike Lefeber property has been completed.
The Petrie’s discovered that an internal pipe had not been glued. The repair is expected to eliminate their odor issues.
Solids are accumulating in the manhole at the corner of CTH Q & Loehr Street and at CTH W & CTH Q. The Dennis Lefeber will contact Foth regarding the possibility of constructing a channel or trough that would direct the solid threw the manhole. The Commission will monitor the situation over the next year.
Brian Schmitz discovered two air valves filled with water. The Commission will research as to whether or not this is normal.
4. Discuss lateral extension at the Johnsburg Athletic Club property. The Club is in the process of building a new bathroom facility. They have extended the sewer lateral to the new building. Inspector Don Moore has inspected the lateral extension. He has agreed to waive his fee for the inspection. The Club will be advised of the need to apply for a permit in order to maintain complete records. The Commission may waive the fee. Inspectors will be advised not to perform inspections without permits.
5. Status of the Operations & Maintenance Agreement with Taycheedah Sanitary District No. 1. The draft Agreement has been submitted to TSD#1. Johnsburg Commission is currently awaiting a response.
6. Consideration and possible approval of the 2008 Tax Levy, to be paid in 2009. Ken Schneider motioned to levy $28,000.00 against all taxable real and personal property located within District boundaries, seconded by Dennis Lefeber. Motion carried (3-0).
7. Approval of District bills. Dennis Lefeber motion to approve the bills totaling $5,108.99 (order nos. 75-84), and to authorize the following:
• Transfer $5,200.00 from the User Charge Account to the regular checking account for operational expenses,
• Transfer $7,699.87 from the User Charge Account to the Debt Service Account, and
• Transfer $642.32 from the User Charge Account to the Reserve for Replacement Account.
The motion was seconded by Ken Schneider. Motion carried (3-0).
8. Schedule the next meeting. The next Commission meeting was scheduled for Tuesday, December 2nd, at 9:00 am. There is also a joint meeting scheduled for Wednesday, December 10th, at 5:00 pm.
9. Commissioners’ reports and comments. None given.
10. Adjournment. The Chairman declared the meeting adjourned at 11:21 a.m.
