Town Boards of the Towns of Fond du Lac, Friendship and Taycheedah

AGENDA

The above noted Town Boards will meet to discuss the Stormwater Permit requirements; and to consider inter-governmental collaboration in meeting the permit requirements.

MINUTES

The Town Board of the Towns of Fond du Lac, Friendship and Taycheedah met for a Joint Business Meeting on Tuesday, December 16th, 2008, at 3:00 p.m., at the Town of Fond du Lac Town Hall.
Attendance was as follows:
Town of Fond du Lac Town Board: Chairman Harold Manske, Supervisor LeRoy Schmitz, Clerk Patti Supple and Treasurer Jody Roffers. Absent: Supervisor Phyllis Giese.
Town of Friendship Town Board: Supervisor Gordon Stettbacher. Absent: Chairman Chuck McCourt and Supervisor Dina O’Brien.
Town of Taycheedah Town Board: Chairman Jerry Guelig, Supervisor Mike Wirtz and Clerk Brenda Schneider. Absent: Supervisors Tim Simon, John Abler and Clarence Kraus.
Also present: Joe Hanson and Caroline Burger, AECOM; and Attorney John St. Peter.

Chairman Manske called the meeting to order at 3:05 p.m.

Joe Hansen ands Caroline Berger gave the following report:
• Dispersed the Stormwater Pollution Prevention Plan for each town. The Plans are AECOM’s evaluation of each town’s facilities. Each town is to review the document for accuracy and respond to AECOM by 12/23/08.
• Dispersed Stormwater Pollution Analysis Methods and Results for each town.
o The towns need to reach a minimum of 20% control of pollution loads.
o All three towns are currently exceeding 20%.
o Field infiltration testing in swales can be done to further evaluate the pollution loads.
 The testing could be done at anytime when the ground is not frozen.
 It will take approximately two full days per town.
 Estimated cost of $6,000-$6,500.
 AECOM will submit contracts for the testing to each town by 1/8/09.
• Each town was given an Analyzed Area and Land Use Map and an Areas of Potential Treatment & Proposed Pond Location Map. Each town was asked to make any necessary final revisions.

Attorney John St. Peter gave the following report:
• Reviewed the Notice of Non-Compliancy letter received from Gus Glaser, WDNR, dated 12/8/08. Attorney St. Peter will respond to Mr. Glaser’s letter by 12/31/08. He intends to include final copies of the documents dispersed by AECOM.
• Mr. Glaser fully supports coordinated efforts amongst the towns, the County and the City of Fond du Lac.
• Attorney St. Peter was given authorization to contact the proper County and City officials regarding an intergovernmental arrangement.
• The County needs to adopt revised ordinances; which would then need to be affirmed by the towns.

The next meeting was scheduled for January 20th, 2009, at 3:00 p.m., at the Town of Fond du Lac Town Hall.

The meeting adjourned at 4:10.
