The above noted Town Boards will meet to discuss the Stormwater Permit requirements; and to consider inter-governmental collaboration in meeting the permit requirements.

JOINT STORMWATER MANAGEMENT MEETING
JANUARY 20, 2009
The Joint Stormwater Meeting was called to order by Town of Fond du Lac Chairman Harold Manske. Confirmation was made of open meeting notice. Members present were:
Town of Fond du Lac: Harold Manske, LeRoy Schmitz, Patti Supple and Jody Roffers
Town of Taycheedah: no representative present
Town of Friendship: Chuck McCourt
Also present were Attorney John St. Peter and from AECOM, Jim Bachhuber
It was noted that in the December minutes the name Burger was misspelled as Berger. The minutes were approved with the above correction made.
Attorney St. Peter reported that he and Jim Bachhuber got in contact with Gus Glaser and went through the report to determine what requirements the Townships need to meet. Also, Lynn Mathias has sent a report to Gus Glaser updating him on what the County has planned. The next crucial deadline is in March, and the Townships need to show they are working to complete all the requirements.
The NEWSC website has valuable information that can be copied and used as informational materials for residents. Some ideas for getting the information to residents include: pamphlet in tax bills, newsletter insert, election handouts, information presented at meetings, and handouts for the annual meeting. It is important to remember that the main target in our Townships is homeowners.
An Intergovenmental Agreement with the Townships, County and City would benefit everyone. On January 15, 2009 the County sent a revised copy of the County ordinance to Gus Glaser for review. On March 12, there will be a Public Hearing scheduled with the Land Conservation Committee to review the ordinance and implement the changes made by Mr. Glaser. On Marc h17, The County Board will be acting on the ordinance. In reviewing the ordinance, there is some criteria missing-especially the discharge requirements. If the Townships could “piggyback” with the County and have them do the enforcement requirements, it could potentially save money. It is hoped the County could also take over charging the applicants for the review, so the Townships would not have to deal with the financial aspects.
AECOM requests approval of a change order to accommodate testing for swale water pollution control. They project to do 8 sites in each Township that are approved by the Towns and Gus Glaser. They will also rerun the modes to determine the new criteria numbers.
For the Town of Fond du Lac, motion was made by Manske and seconded by Schmitz to approve the change order to field test 8 infiltration sites in the Town of Fond du Lac. Motion carried 2 aye.
The Town of Friendship approved the change order at their last meeting.
Mr. Bachhuber noted he would like to review the contract with Mr. Glaser to ensure that all matters are being handled to his requirements, and that results are read correctly.
The next meeting is scheduled for March 5, 2009 at 3:00 pm.
Motion was made and seconded to adjourn. Motion carried.
