MINUTES

The Johnsburg Sanitary District Commission met on Tuesday, February 3rd, 2009, at 9:00 a.m., at the Taycheedah Town Hall, for the purpose of conducting their February monthly meeting. Members present were President Franz Schmitz, Commissioners Dennis Lefeber and Ken Schneider and Recording Secretary Brenda Schneider.
1. Oath of Office. Franz Schmitz took the Oath of Office. The Taycheedah Town Board appointed him to a 6-year term as Commissioner.
2. Call to order. President Schmitz called the meeting to order at 9:03 a.m.
3. Approval of meeting minutes. The Commission reviewed the minutes of the 1/6/09 monthly meeting and the 1/22/09 special business meeting. Hearing no objections, the President declared the minutes approved as presented.
4. Annual insurance review by Mike Immel, Rural Mutual Insurance Company.
5. Review accounting services provided by Village Accounting. Village Accounting asked to postpone meeting with the Commission until March.
6. Discuss operational issues. The grinder pump at the Feyen property failed. Brian Schmitz called in Bud Sabel for assistance. They pulled the pump. The impellor was tight due to a nut lodged in it. The pump ran fine after removing the nut.
7. Status of the Operations & Maintenance Agreement with Taycheedah Sanitary District No. 1. The Johnsburg Sanitary Commission submitted a draft Agreement to Taycheedah Sanitary District No. 1 on 10/23/08. Karen Schwengels, President, Taycheedah Sanitary District No. 1, submitted comments; which were reviewed by the Commission at their 1/22/09 meeting. Brenda Schneider reported Johnsburg’s responses to TSD#1 at their monthly meeting on 1/26/09. The full TSD#1 Commission will review and report on Johnsburg’s responses.
8. Consideration and possible acceptance of a Letter of Understanding received from Schenck Business solutions for the 2008 audit. After considerable discussion regarding whether or not to solicit bids from other firms, Dennis Lefeber motioned to accept the Letter of Understanding submitted by Schenck, seconded by Ken Schneider. Motion carried (3-0).
9. Approval of District bills. Dennis Lefeber motioned to approve the bills totaling $4,151.49 (order nos. 9-16), and to authorize the following:
• Transfer $3,800.00 from the User Charge Account to the regular checking account for operational expenses,
• Transfer an additional $5,000 from the User Charge Account to the regular checking account in order to maintain a minimum balance of $5,000 for overdraft protection,
• Transfer $268.47 from the User Charge Account to the Debt Service Account,
• Transfer $21.77 from the User Charge Account to the Reserve for Replacement, and
• Transfer $781.00 from the User Charge Account to the Debt Reserve Account.
The motion was seconded by Ken Schneider. Motion carried (3-0).
10. Schedule the next meeting. The next Commission meeting was scheduled for Tuesday, March 3rd, at 9:00 am.
11. Commissioners’ reports and comments.
12. Adjournment. The Chairman declared the meeting adjourned at 10:34 a.m.
