PLEASE TAKE FURTHER NOTICE that the Taycheedah Town Board will conduct a public hearing on Thursday, March 19th, 2009, at 7:00 p.m., at the Taycheedah Town Hall, W4295 Kiekhaefer Parkway, Fond du Lac, for the purpose of gathering testimony pertaining to the Town of Taycheedah Comprehensive Plan.
The Town Board of the Town of Taycheedah conducted a public hearing on Thursday, March 19th, 2009, at 7:00 p.m., at the Taycheedah Town Hall for the purpose of gathering testimony pertaining to the Town of Taycheedah Comprehensive Plan. Members present were: Chairman Jerry Guelig, Supervisors John Abler, Clarence Kraus (tardy), Tim Simon and Mike Wirtz and Clerk Brenda Schneider. Also present was the Comprehensive Planning Committee: Ed Braun, Tim Krawczyk, Neal Nett, Rebecca Ries, Joanne Thome and Joe Thome. And also present were Jeff Sanders, OMNNI & Associates and approximately 150 residents/interested persons.
1. Call to Order. Chairman Guelig called the public meeting to order at 7:00 p.m. The Pledge of Allegiance was recited.
Chairman Guelig introduced the members of the Town Board and the Comprehensive Planning Committee.
2. Confirmation of legal notice of public hearing. Clerk Brenda Schneider reported that the public notice was published in the 2/19/09 edition of The Fond du Lac Reporter and that the public notice was posted on the Town’s four notice boards on 2/18/209, as required by State Statutes.
3. Background on Comprehensive Plan presented by Jeff Sanders, OMNNI & Associates.
4. Public Comments. Chairman Guelig announced the protocol to be used for public comment.
Ron Davis, N7827 Hwy. 151: A proposed bike trail cuts diagonally from Hwy. 151/Peebles to St. Peter. The trail should be designated either along CTH WH or Hwy. 151; not through the fields. Also, the Future Land Use map designates the Fife property, located between Bud’s Soils and Spies painting, as Proposed Rural Residential. He does not agree with putting houses between two commercial properties.
John Welsch, N7278 CTH UU: Jeff Sanders mentioned that the Plan is broad-brush guidelines but later said that the existing ordinances will need to be made consistent with the Plan. Mr. Welsch asked for clarification as to the future use of the Plan and the need to modify current ordinances. It was noted that the Zoning Ordinance and Subdivision Ordinance will need to be reviewed and possibly amended to be consistent with the Plan. The public will be given an opportunity to comment on any ordinance amendments. It was further noted that the Plan can be revised at any time.
Pat Mand, N7995 Church Road: His land zoned commercial is identified as transitional residential on the Future Land Use Map. It was noted that the Future Land Use designations do not impact the current zoning of property.

Angie Prull, N9254 Hwy. 151: She is concerned about citizen awareness of the governmental process and that ultimately the Town Board will make the final decisions. It was noted that Wis. Stats. 66.1001 will require the Town Officials at every level make decisions that are consistent with the Plan.
Ron Spies, N8003 Hwy. 151: Reiterated Ron Davis’ concerns about the future use of the Fife property. He also does not agree with putting residential property in an area surrounded by commercial properties.
Frank Alaniz, W4115 Kiekhaefer Parkway: He questioned that if the Plan is truly what the community wants, how Attorney John St. Peter can submit a letter at a previous meeting stating that a zoning change would not set precedence. It was noted that the Town Board asked the attorney for guidance on a current rezone request and that the correspondence was not in reference to the proposed Plan. It was also noted that the attorney may have to revise his opinion on the matter after the draft Plan is adopted.
Linda Aliota Ramirez, N8424 CTH QQ: She would like the Board to reconsider the area behind their home that is designated a Proposed Single-Family Residential. She and her husband are in the process of restoring the 150 year old home. She would like to see the area changed to recreation or open space so that there is a buffer created around their property to protect it as a historic home.
Paul Seibel, N7446 Winnebago Drive: He inquired if the Plan addresses the reconstruction of Winnebago Drive. It was noted that the project will not be discussed at this time.
Richard Cusick, N7824 Sandy Beach Road: He asked for the parameters of Rural Residential. It was noted that the lot size will be determined when the Zoning Ordinance is amended to be consistent with the Plan. He added that there are areas between Sandy Beach Road, Winnebago Drive, Hwy. 151 and Brookhaven Beach Road that are unsuitable for housing due to wetlands and soils not able to support sanitary systems. There may also be unsuitable areas between Brookhaven Beach Road and Deadwood Point Road. He suggests designating the areas for wild-area, conservancy or recreation.
Rebecca Ries, W2749 Golf Course Drive: As a Comprehensive Planning Committee member, she noted that there are formatting changes that will need to be made without another public hearing and that changes directed in Committee meeting minutes have not been incorporated.

Fred Pfister, N8478 Minawa Beach Road: He commended the Committee for their hard work. He is concerned with future land use designations not corresponding with current use and the loss of the rights of the current property owners. It was noted that the Future Land Use Plan does not impact the current zoning of property.
Bruce Peterson, N10241 CTH W, Chairman, Town of Calumet: He commended the Board and the Committee for their work. He commented that the Plan will give the Town the ability to control future growth.
Bruce Dalka, W2340 Ash Road, Town of Marshfield resident: He commented about the possibility of wind turbines being constructed in the Town of Taycheedah. He spoke of the negative impacts caused by wind turbines and encouraged the Town Board to require setbacks greater than 1,000 feet.

Jeff Sanders noted that the location of landfills have been incorporated into the present and future land use maps as required by statute.

5. Adjournment. Mike Wirtz motioned to adjourn the public hearing at 8:07 p.m., seconded by John Abler. Motion carried (5-0).
