AGENDA

1. Call to order.
2. Approval of minutes of the 3/2/10 meeting.
3. Presentations for inspection services.

11. Closed session pursuant to Wis. Stats. 19.85(1)(i), Considering any and all matters related to acts by business under §560.15 which, if discussed in public, could adversely affect the business, its employees or former employees.

MINUTES

The Johnsburg Sanitary District Commission met on Tuesday, April 20th, 2010, for the purpose of conducting their April monthly meeting. Members present were President Franz Schmitz and Commissioners Ken Schneider and Dennis Lefeber and Recording Secretary Brenda Schneider. Also present was Eric Otte.
1. Call to order. President Schmitz called the meeting to order at 10:03 a.m.
2. Approval of minutes. Dennis Lefeber motioned to approve the minutes of the March 2nd, 2010 meeting as presented, seconded by Ken Schneider. Motion carried (3-0).
3. Presentations for inspection services. Eric Otte, J.E. Arthur & Associates, gave the following presentation:
• The firm offers inspection services for sewer extensions.
• They are capable of supplying full-time inspectors.
• They perform sewer extension inspections for the City of Fond du Lac and several other small municipalities.
• Their inspectors apply AWWA and DNR rules.
• Inspectors will be present for air and mandrel testing.
• If requested by the District, the firm will compile record drawings of the sewer extension and lateral cards for each lateral stub.
• The firm is capable of providing engineer reviews of developer’s sewer plans.
• Mr. Otte estimates that the Meyer Court would be 1-2 days work.
• The firm charges $60 per hour for inspection services and $85-100 for engineering services.
• They would attend pre-construction meetings and even organize them if requested to do so.
4. Discuss operational issues. Brian Schmitz expects to complete an inspection of every manhole in 4-6 weeks.
5. Meyer Court sewer extension. Nothing further to report at this time.
6. Consideration and possible acceptance of a Letter of Understanding submitted by Schenck. Due to the fact that the District’s debt with Rural Development is less than $1,000,000; Rural Development no longer requires the District to pay for an annual audit. Ken Schneider motioned to discontinue contracting for auditing services due to the elimination of the audit requirement by Rural Development, seconded by Dennis Lefeber. Motion carried (3-0).
7. Resolution Regarding Proposed Amendments to NR 217 Affecting Effluent Standards and Limitations for Phosphorus. Dennis Lefeber motioned to accept the Resolution, seconded by Ken Schneider. Motion carried (3-0).
8. Approval of District bills. Dennis Lefeber motion to approve the bills totaling $3,417.26 (order nos. 22-31), and to authorize the following:
• Transfer $3,450.00 from the User Charge Account to the regular checking account for operational expenses,
• Transfer $1,432.12 from the User Charge Account to the Debt Service Account, and
• Transfer $116.11 from the User Charge Account to the Reserve for Replacement Account.
The motion was seconded by Ken Schneider. Motion carried (3-0).
9. Schedule the next meeting. The Commission will not meet during the month of May unless an unexpected need arises. The next Commission meeting will be held of June 1st.
10. Commissioners’ reports and comments. The Commission discussed providing refreshments for the April 22nd joint sanitary district meeting.
11. Closed session pursuant to Wis. Stats. 19.85(1)(i), Considering any and all matters related to acts by business under §560.15 which, if discussed in public, could adversely affect the business, its employees or former employees. Dennis Lefeber motioned to enter into Closed Session at approximately 11:00 a.m., pursuant to Wis. Stats. 19.85(1)(i), seconded by Ken Schneider. Motion carried unanimously by roll call vote. The Commission discussed inspection services.

12. Adjournment. Dennis Lefeber motioned to adjourn the closed session and the regular session at 11:32 a.m., seconded by Ken Schneider. Motion carried (3-0).
