AGENDA

1. Call to order.
2. Approval of minutes of the 9/9/10 meeting.
3. Kathy Diederich, Schenck Business Solutions, will explain billing practices pertaining to previous audit requirements.
4. Discuss operational issues.
5. Status report on the Meyer Court sewer extension construction project and consideration of a request to release the remaining funds in the escrow account.
6. Approval of District bills.
7. Schedule the next meeting.

MINUTES

The Johnsburg Sanitary District Commission met on Tuesday, October 5th, 2010, for the purpose of conducting their October monthly meeting. Members present were President Franz Schmitz and Commissioners Ken Schneider and Dennis Lefeber and Recording Secretary Brenda Schneider. Also present were Jason & Jolene Meyer.
1. Call to order. President Schmitz called the meeting to order at 7:00 p.m.
2. Approval of minutes of the 9/9/10 meeting. Dennis Lefeber motioned to approve the minutes of the 9/9/10 meeting with the correction of Ken Schneider seconding the motion to amend the ordinance, seconded by Ken Schneider. Motion carried (3-0).
3. Kathy Diederich, Schenck Business Solutions, will explain billing practices pertaining to previous audit requirements. Actions by the District led her to believe that the District would be utilizing her services for an audit of 2009’s financial records. In order to be pro-active and cost-efficient, she has routinely performed preliminary audit work while compiling the information for the District’s Annual Financial Report; which is publicly released by the April election. The District notified her May 10th that they are no longer required to perform annual audits; which was after the preliminary work was completed. Lack of communication led to the work being done unnecessarily.
4. Discuss operational issues. The Malone lift station’s floats were tangled.
Brian Schmitz has been checking manholes.
Home inspections will begin soon.
The restoration of the ditch, needed due to the sewer main tap on Johnsburg Road, has been completed.
5. Status report on the Meyer Court sewer extension construction project and consideration of a request to release the remaining funds in the escrow account. Eric Otte, JE Arthur, and Mike Sabel, Town of Taycheedah Road Maintenance Supervisor, inspected the status of the project’s restoration. There has been settling and there is little to no vegetation along the project area. Eric and Mike recommend waiting to release all the funds until after one freeze/thaw cycle. Dennis Lefeber motioned to release $8,614.28 of the escrow account, thereby retaining $1,875.00, seconded by Ken Schneider. Motion carried (3-0).
6. Approval of District bills. Dennis Lefeber motioned to approve the bills totaling $2,598.86 (order nos. 79-91), which includes the Schenck bill for preliminary audit work, seconded by Ken Schneider. Motion failed (1-2). Nay-Ken Schneider, Dennis Lefeber.
Dennis Lefeber motioned to approve the bills totaling $1,883.86 (order nos. 79-90), which excludes the Schenck bill for preliminary audit work, seconded by Ken Schneider. Motion carried (2-1). Nay-Franz Schmitz.
Dennis Lefeber motioned to authorize the following transfers:
• $2,000.00 from the User Charge Account to the Regular Checking Account,
• $1,073.00 from User Charge Account to the Debt Service Account, and
• $86.99 from the User Charge Account to the Reserve for Replacement Account.
The motion was seconded by Ken Schneider. Motion carried (3-0).
7. Schedule the next meeting. The next meeting will be on Tuesday, November 9th.
8. Commissioners’ reports and comments. The 2011 OSG annual dues statements have been released.
9. Adjournment. President Schmitz declared the meeting adjourned at 7:59 p.m.
