MINUTES

The Johnsburg Sanitary District Commission met on Tuesday, November 9th, 2010, for the purpose of conducting their November monthly meeting. Members present were President Franz Schmitz and Commissioners Ken Schneider and Dennis Lefeber and Recording Secretary Brenda Schneider.
1. Call to order. President Schmitz called the meeting to order at 10:05 a.m.
2. Approval of minutes of the 10/5/10 meeting. Hearing no objections, President Schmitz declared the minutes approved as presented.
3. Consideration of possible action to levy a tax upon all real and personal property for 2011. Ken Schneider motioned to approve the 2011 tax levy of $28,000 against all real and personal property within the District, seconded by Dennis Lefeber. Motion carried (3-0).
4. Discuss operational issues. A filter was installed on the Klebar home.
5. Status report on the Meyer Court sewer extension construction project and consideration of a request to release the funds in the escrow account. Jason & Jolene Meyer requested the release of $190.00 for skidsteer rental used in restoration work. Last month, the Commission agreed to release all funds in the Meyer Court escrow account with the exception of $1,875.00. The purpose of the remaining funds is to be accessible to the District in the event warranty work is not completed by the Meyers prior to the expiration of the warranty period. No action was taken on the request to release funds.
6. Consideration and possible action to establish the Recording Secretary’s salary for 2010. Franz Schmitz moved to establish the 2010 Recording Secretary’s compensation as it was for 2009; $15.00 per hour, assuming 6 hours per month for monthly meetings, and 0ne hour per day for other work, seconded by Dennis Lefeber. Motion carried (3-0).
7. Approval of District bills. Dennis Lefeber motioned to approve the bills totaling $2,377.87 (order nos. 91-100), and to authorize the following transfers:
• $2,175.00 from the User Charge Account to the Regular Checking Account,
• $7,052.05 from User Charge Account to the Debt Service Account, and
• $571.79 from the User Charge Account to the Reserve for Replacement Account.
The motion was seconded by Ken Schneider. Motion carried (3-0).
8. Review the Debt Service Account and investments. The Debt Service Account is expected to cover the District’s December 1st debt payments. A CD with a balance of $59,458.12 matures on November 13th. Ken Schneider motioned to authorize Dennis Lefeber to re-invest the funds into a CD with the location and the rate of interest to be at his discretion, seconded by Franz Schmitz. Motion carried (3-0).
9. Schedule the next meeting. The next meeting will be on Tuesday, December 7th.
10. Commissioners’ reports and comments. Ken Schneider’s term will expire in January, 2011. A notice will be inserted in the January sewer bills.
Karen Schwengels, Taycheedah Sanitary District #1 Commissioner, distributed copies of materials she dispersed during the November 2nd election.
11. Adjournment. President Schmitz declared the meeting adjourned at 11:23 a.m.
