AGENDA

5. Consideration and possible affirmation of the Agreement for the Allocation of Capital Costs Between Johnsburg Sanitary District, Sanitary District No. 1 of the Town of Taycheedah and Sanitary District No. 2 of the Town of Fond du Lac. Originally approved on July 7, 2009.
6. Approval of District bills.

MINUTES

The Johnsburg Sanitary District Commission met on Tuesday, March 1st, 2011, for the purpose of conducting their March monthly meeting. Members present were President Franz Schmitz, Commissioner Ken Schneider and Recording Secretary Brenda Schneider. Absent was Commissioner Dennis Lefeber. Also present were Rick Freund and Marc Mikkelson, Village Accounting, Inc., and Karen Schwengels, Taycheedah Sanitary District #1 Commissioner.
1. Call to order. Chairman Schmitz called the meeting to order at 10:04 a.m.
2. Approval of minutes of the 2/1/11 meeting. Hearing no objection, Chairman Schmitz declared the minutes accepted as presented.
3. Discuss operational issues. Nothing to report at this time.
4. Consideration and possible acceptance of a Letter of Understanding for service to be rendered in 2011 submitted by Village Accounting. Village Accounting explained that the rate of $40 per hour is applied to work that could be delegated to non-professional staff. The rate of $90 per hour applies to professional financial reporting. Ken Schneider motioned to accept the Letter of Understanding for 2011 services, seconded by Franz Schmitz. Motion carried (2-0-1 absent).
5. Consideration and possible affirmation of the Agreement for Allocation of Capital Costs Between Johnsburg Sanitary District, Sanitary District No. 1 of the Town of Taycheedah and Sanitary District No. 2 of the Town of Fond du Lac. Originally approved on July 7th, 2007. In 2007, the approved and executed Agreement in triplicate, with payment, was submitted to Fond du Lac Sanitary District No. 2. Some time ago, it was reported that the checks were being stored in the safe at the attorney’s office. The checks were never cashed. FDL#2 failed to act on the Agreement and therefore did not return an executed copy.
At the directive of the Commission, updated purchase information was obtained. Due to depreciation exceeding appreciation over the past four years, the cost to purchase the capacity decreased $2,499.70. The Commission consensus was to revisit this matter in December or January due to the fact that the funds have been invested in a CD that matures in January, 2012.
6. Approval of District bills. Ken Schneider motioned to approve the bills totaling $1,537.24 (order nos. 22-28), and to authorize the following transfers:
• $1,500.00 from the User Charge Account to the Regular Checking Account,
• $309.14 from the User Charge Account to the Debt Service Account,
• $25.07 from the User Charge Account to the Reserve for Replacement Account, and
• $120.48 to the Town of Calumet from the Debt Service Account for overpaid 2009 property taxes.
The motion was seconded by Franz Schmitz. Motion carried (2-0-1 absent).
7. Schedule the next meeting. The next regular monthly meeting will be on April 12th.
8. Commissioners’ reports and comments. TSD#1 Commissioner Karen Schwengels briefed the Commission regarding a response TSD#1 received from Alliant pertaining to the relocation of the power poles due to their proximity over the sanitary sewer line. A meeting of interested parties will be scheduled in the future.
9. Adjournment. President Schmitz declared the meeting adjourned at 11:22 a.m.
