MINUTES

The Johnsburg Sanitary District Commission met on Tuesday, April 12th, 2011, for the purpose of conducting their April monthly meeting. Members present were President Franz Schmitz, Commissioners Ken Schneider and Dennis Lefeber and Recording Secretary Brenda Schneider.
1. Call to order. Chairman Schmitz called the meeting to order at 10:10 a.m.
2. Approval of minutes of the 3/1/11 meeting. Dennis Lefeber motioned to approve the minutes of the March 1st, 2011 meeting, seconded by Ken Schneider. Motion carried (3-0).
3. Discuss operational issues. Brian Schmitz reported, via Dennis Lefeber, a 41,000 gallon spike occurred a couple of weeks ago at the CTH Q lift station. Flows have since reduced and stabilized. Brian did some manhole checks but did not find any dislodged covers. Andy Karls will be asked to begin performing this year’s home inspections concentrating on low lying areas within Johnsburg.
A Town of Taycheedah plow driver tore a chunk of concrete at the corner of the pad at the metering station. Brian Schmitz had verified there was no structural damage found.
Manhole markers along Johnsburg Road are down and need to be re-installed.
4. Consideration and possible action to establish the Recording Secretary’s salary for work performed in 2011. Ken Schneider motioned to maintain the current level of compensation for the Recording Secretary for work performed Jan. 1-Dec. 31, 2011; $15.00 per hour, 6 hours per month for monthly meetings, 1 hour per day for other work. The motioned was seconded by Dennis Lefeber. Motion carried (3-0).
5. Approval of District bills. Dennis Lefeber motioned to approve the bills totaling $13,343.74 (order nos. 29-38), and to authorize the following transfers:
• $13,600.00 from the User Charge Account to the Regular Checking Account,
• $8,400.38 from the User Charge Account to the Debt Service Account, and
• $681.11 from the User Charge Account to the Reserve for Replacement Account.
The motion was seconded by Ken Schneider. Motion carried (3-0).
6. Schedule the next meeting. The next regular monthly meeting will be on Tuesday, May 3rd. The next Joint Sanitary District Meeting will be held on Thursday, April 28th.
7. Commissioners’ reports and comments. The Commission was briefed regarding Rural Development’s requirement that the District’s Vulnerability Assessment be reviewed and updated. Rural Development has assigned a non-profit organization to assist at no cost.
8. Adjournment. President Schmitz declared the meeting adjourned at 11:15 a.m.
