Call to Order
Meeting was called to order by M. Nett at 5:01 P.M.

Motion: by J. Voight, second by D. Thome to approve the agenda.
Vote: Ayes: 3, Opposed: 0 - Motion carried.

Approval of July 25, 2011 Regular Business Meeting Minutes
Motion: by J. Voight, second by D. Thome to approve the July 25, 2011 Regular Business Meeting Minutes

Public Comment - TSD No. 1 Sanitary District Business
In attendance: N. & J. Roblee of N7808 Sandy Beach Road - Discussion was held regarding a request for a temporary abandonment at N7808 Sandy Beach Road. M. Nett informed the Roblees inspection is to be done by A. Karls at which time the cap is installed. Temporary abandonment was granted.


REGULAR BUSINESS

Financial Report
Financial reports and statements were distributed and reviewed. Discussion was held regarding FDIC at the various banks. A form, Amended Resolution Designating Public Depository, from National Exchange Bank and Trust was discussed. K. Diederich will contact them for more information and will bring back at another Meeting. The insurance policy for property and liability will be up for renewal. P. Yohann will contact agents to obtain quotes based on the current policy. Metered businesses were discussed. M. Nett will contact M. DeVries for recommendation if estimates of charges can be billed.
Motion: by M. Nett, second by D. Thome to have Commissioner J. Voight investigate the deposit rates for 18 months at various FDIC-approved lenders and to direct Kathy Diederich of our accounting firm of Schenck SC to transfer our currently available cash assets to the lenders most advantageous to the District. The investment shall not be more than $500,000 nor more than 18 month's duration.
Vote: Ayes: 3, Opposed: 0 - Motion carried.

Motion: by M. Nett, second by D. Thome to approve bills and sign checks.
Vote: Ayes: 3, Opposed: 0 - Motion carried.


Inspector's Report - A. Karls
A. Karls reported on inspection activities during the month of August 2011; a copy of the detailed log of his inspection activities is on file.
The incident on Linden Beach was discussed. P. Yohann will send a letter to Calumet Sanitary District and Johnsburg Sanitary District informing them of the situation. D. Thome will contact R. Cunzenheim requesting his recommendations.
Discussion was held regarding how the new construction projects on Lakepark Court in the Sandy Beach Business Park will connect to the system. M. Nett stated there is no lateral easement on the back side of some of the lots.

Maintenance Report - D. Weber
D. Weber reported on maintenance activities during the month of August 2011; a copy of the detailed log of his maintenance activities is on file.
The sump pump at the Gladstone Lift Station is now working properly. Alarm issues have been taken care of by installing a back-up line. The valve replacement has begun with two of the six being completed.


Administrative Clerk's Report
P. Yohann reported on the communication with customers regarding temporary abandonment requests.
The CMAR has progressed. Goals and priorities are needed for completion.
Permit applications for Lot 15 and Lot 24 in the Fisherman's Estates were issued.


UNFINISHED BUSINESS

1. Progress Report on the Ordinance on "Abandonment of Existing Service"
M. Nett reported there has been no response from M. DeVries.

2. Progress Report on Obtaining Meters for the Lift Stations
R. Cunzenheim was unable to attend and will have an associate come to the September Regular Business Meeting to discuss the proper type and where to place the meters.

3. Progress Report on Completion of CMAR
P. Yohann stated the report being complete with the exception of goals and priorities, which were discussed.
Motion: by M. Nett, second by J. Voight the Commission has reviewed the CMAR data as reported for the year 2010 and accepts its validity and authorizes the Administrative Clerk to submit the data to the Department of Natural Resources eCMAR system.
Vote: Ayes: 3, Opposed: 0 - Motion carried.


NEW BUSINESS

1. Discussion and Possible Action on the Requests for Temporary Abandonment - N7808 Sandy Beach Road and N7362 Spring Street
The property at N7808 Sandy Beach Road was discussed during Public Comment. P. Yohann will send a copy of the Ordinances to G. Braun of N7362 Spring Street and inform him of A. Karls' inspection of the cap.
