MINUTES

The Town of Taycheedah Comprehensive Planning Committee met on Monday, October 17th, 2011, at 6:30 p.m., at the Taycheedah Town Hall. Members present were: Ed Braun, Jerry Guelig, Neal Nett, Rebecca Ries, Brenda Schneider, Joe Thome, and Mike Wirtz. Excused were Joanne Thome and Tim Krawczyk. Also present was one interested persons.

1. Call to Order. Chairman Ed Braun called the meeting to order at 6:31 pm.

2. Approve the minutes of the 9/15/11 meeting. Mike Wirtz motioned, seconded by Joe Thome, to approve the minutes of the 9/15/11 meeting. Motion carried (7-0-2 excused).

3. Review and discuss revisions to the Code of Ordinances and the Comprehensive Plan.

The following revisions to the Code of Ordinances were discussed:

Section 13-1-8(b), Animal Units. Add to the definitions Animal Units as defined by the Wisconsin Department of Agriculture, Trade and Consumer Protection.

Section 13-1-8(b), Aquaculture. Committee discussed the application of the term and the need for a definition. Further research is needed.

Section 13-1-8(b), Commercial Feedlot. Committee discussed the application of the term and the need for a definition. Further research is needed.

Section 13-1-8(b), Fish Farming. Add to the definitions Fish Farming as defined by the Wisconsin Department of Agriculture, Trade and Consumer Protection.

Section 13-1-8(b), Floriculture. Committee discussed the application of the term and the need for a definition. DATCP does not define it nor regulate it. Definition will not be added.

Section 13-1-8(b), Livestock Facility. Add to the definitions Livestock Facility. A feedlot, dairy farm or other operation where livestock are or will be fed, confined, maintained or stabled for a total of 45 days or more in any 12-month period.

Section 13-1-8(b), Livestock Structure. Add to the definitions Livestock Structure. A building or structure such as a barn, milking parlor, feed storage facility, feeding facility animal lot or waste storage structure. Pastures, winter grazing area and machine sheds are not "livestock structures".

Section 13-1-8(b), Overlay District. Add the definition Overlay District. Overlay district means a zoning district that is super-imposed on one or more other zoning districts.

Section 13-1-8(b), Owner. Add the definition Owner. Owner means a person who has an ownership interest in land.

Section 13-1-8(b), Permitted Use. Add the definition Permitted Use. Permitted use means a use that is allowed without a conditional use permit, special exception, or other special zoning permission.

Section 13-1-8(b)(106), Roadside Stand. Committee further discussed the need for a definition that would be applicable to ag-land owners selling their products in an area other than 50 square feet at the roadside. Committee did not arrive at a consensus on the wording of the definition. Further discussion is warranted.

Section 13-1-52(c)(1)(a), Agricultural Uses and Accessory Uses. Revise to state A new or expanded livestock facility...... Also, revise 500 animal units to 1,000 animal units.

Section 13-1-52(c)(1)(o), Home Occupations. Add Home Occupations to the list of agricultural uses and accessory uses.

Section 13-1-52(c)(4)(a), Agricultural and accessory uses on farms. Revise to state A new or expanded livestock facility..... Also, revise 500 animal units to 1,000 animal units.

Section 13-1-52(c)(1)(a), Committee discussed the need adding a use that would be applicable to ag-land owners selling their products in an area other than 50 square feet at the roadside. Committee decision is pending the development of a definition. Further discussion is warranted.

Section 13-1-56, Industrial District. Committee discussed, with no consensus, amending any of the listed conditional uses. Further discussion is warranted.

Exterior Lighting Ordinance. Brenda Schneider will present an edited version at the next meeting for the Committee's consideration.

4. Schedule the next meeting. The next Committee meeting will be held on Thursday, November 17th (with Mr. Sanders), at 6:30 pm.

5. Public Comment. None presented.

6. Adjournment. Rebecca Ries moved to adjourn at 8:48 p.m., seconded by Mike Wirtz. Motion carried (7-0-2 excused).
