MINUTES

The Town of Taycheedah Comprehensive Planning Committee met on Tuesday, January 24th, 2012, at 6:30 p.m., at the Taycheedah Town Hall. Members present were: Ed Braun, Jerry Guelig, Tim Krawczyk, Neal Nett, Rebecca Ries, Brenda Schneider, Joanne Thome and Joe Thome. Excused was Mike Wirtz. Also present were consultant Jeff Sanders and one interested person.

1. Call to Order. Chairman Ed Braun called the meeting to order at 6:36 pm.

2. Approve the minutes of the 12/8/11 meeting. Motion by Joe Thome, second by Neal Nett, to approve the minutes of the 12/8/11 meeting. Motion carried (8-0). Excused-1

3. Review and discuss revisions to the Code of Ordinances and maps.

The following revisions to the Code of Ordinances were discussed:

Section 13-1-8(b), Aquaculture. Revise the definition to state Aquaculture. A general term referring to the controlled cultivation of aquatic animals and plants, provided it does not disturb or impair the natural biota (also see fish farm and fish hatchery); or, as defined by Wisconsin Department of Agriculture, Trade & Consumer Protection.

Section 13-1-8(b), Fish Farming. Revise the definition to state Fish Farm. A commercial facility consisting of tanks or ponds in which fish are raised for food (also see aquaculture and fish hatchery).

Section 13-1-8(b), Fish Hatchery. Add to the definitions Fish Hatchery. A commercial facility where fish eggs are hatched and the fry raised for the purpose of stocking lakes, streams, and ponds (also see aquaculture and fish farm).

Section 13-1-8(b), Nonfarm Residence. Revised the definition to Any residence other than a farm residence located within a base farm tract in the A-1 Exclusive Agricultural/Farmland Preservation District.

Section 13-1-8(b), Nonfarm Residential Cluster. Add Nonfarm Residential Cluster. Two or more adjoining nonfarm residences.

Exterior Lighting Ordinance. The draft ordinance was reviewed. Jeff Sanders will research a definition for "Lamp".

Mapping project. The Committee reviewed the identified Exclusive Ag zoned Base Farm Tract Map. The mapping work was done by Committee members Ed Braun and Mike Wirtz.

Some of the above noted parcel may be further reviewed by the Committee at the next meeting. A legal opinion regarding rezoning land that would create non-conforming parcels due to size needs to be verified. The intent of the owners of the some of the above noted parcels may be further researched.

The draft Zoning Code text applicable to Ag-Transitional zoning is not Working Lands compliant. Therefore, A-T will not qualify for farmland preservation tax credits. Committee consensus was to rezone all A-T lands to Exclusive Ag.

The map illustrating all A-1 and A-T zoned lands as the Town's draft farmland and undeveloped natural resource areas map will be submitted to the Fond du Lac County Planning Department for incorporation into the County's Comprehensive Plan. Any necessary modifications will need to be made during the next Committee meeting.

Mapping exercises yet to be completed are as follows:
Modifications to agricultural land as A-1 or A-2,
Overlay district parcels,
Mixed use district parcels, and
Finalize the base farm tracts.

4. Schedule the next meeting. Thursday, February 16th, at 6:30 pm and Thursday, March 8th, at 6:30 pm (with Mr. Sanders).

5. Public Comment. None presented.

6. Adjournment. Motion by Neal Nett, second by Joanne Thome, to adjourn at 9:37 p.m. Motion carried (8-0). Excused-1.
