MINUTES

The Town of Taycheedah Comprehensive Planning Committee met on Thursday, February 16th, 2012, at 6:30 p.m., at the Taycheedah Town Hall. Members present were: Ed Braun, Jerry Guelig, Tim Krawczyk, Neal Nett, Brenda Schneider, Joanne Thome, Joe Thome and Mike Wirtz. Excused was Rebecca Ries.

1. Call to Order. Chairman Ed Braun called the meeting to order at 6:31 pm.

2. Approve the minutes of the 1/24/12 meeting. Motion by Mike Wirtz, second by Joanne Thome, to approve the minutes of the 1/24/12 meeting. Motion carried (8-0). Excused-1

3. Review and discuss revisions to the Code of Ordinances and maps.

The Committee discussed compiling text language for an A-3 zoning district that would encompass the current A-T lands located between the Ledge and Lake Winnebago and the St. Peter area.

The A-3 lands would limit the number of animals, new animal operations would be prohibited and new structures to house animals would be regulated.

The A-3 zoning district would not be Working Lands compliant; which would not qualify for farmland preservation tax credits.

Mapping project. The Committee reviewed the identified A-T zoned Base Farm Tracts. The mapping work was done by Committee members Ed Braun and Mike Wirtz.

Motion by Joanne Thome, second by Neal Nett, to change all Ag-Transitional zoned lands to A-3. Motion carried. Note: This action retracts the consensus of the Committee to rezone all A-T to A-1 made during the 1/24/11 meeting. Base farm tracts will not be documented in A-3 zoning district.

A legal opinion regarding the Town's authority to rezone lands that would create non-conforming parcels due to size was verified.

Notification letters were sent to some of the owners of lands identified during the 1/24/12 meeting. The following parcels were re-considered for zoning changes due in part to feedback from owners and/or additional observations:

The map illustrating farmland preservation areas and exclusion areas, compiled by the County's consultant, was reviewed. The map does not reflect the Committee's recommendations. The map excludes all A-T zoned lands and clusters of small parcels being used as residential. The Committee discussed identifying and excluding all small parcels being used as residential. The County will be contacted regarding a deadline for map modifications. Depending upon the deadline, either the Committee at their next meeting or a small group will identify these parcels.

The Committee reviewed the draft overlay district parcels and the mixed use district parcels. The preliminary mapping work was done by Committee members Ed Braun and Joanne Thome.

The Mixed Use/Residential and Business areas encompass Silica and St. Peter; and the Mixed Use/Light Industrial and Business areas encompass the Aero-marine plant vicinity and an area north of Peebles.

Mapping exercises yet to be completed are as follows:
Modifications to agricultural land as A-1, A-2 or A-3, and
Finalize the base farm tracts.

4. Schedule the next meeting. Thursday, March 8th, at 6:30 pm (with Mr. Sanders). Tim Krawczyk will be excused.

5. Public Comment. None presented.

6. Adjournment. Motion by Joanne Thome, second by Neal Nett, to adjourn at 8:31 p.m. Motion carried (8-0). Excused-1.
