Nett at 5:00 P.M. Present: Commissioners: M. Nett, D. Thome, Absent: J. Voight Administrative Clerk: P. Yohann Schenck SC K. Diederich Public Comment - TSD No. 1 Sanitary District Business None to be reported. WORKSOP BUSINESS Review and approval of 2012 Budget The proposed budget was reviewed. Concerns were raised that the rate the investments grow would keep pace with the depreciation of the lines and equipment. Discussion took place regarding the Debt Surcharge and possible phosphorus compliance regulations affects. J. Voight raised the question if the city would entertain the option of a discount for early payment of the debt. Opportunities available to reduce Operating Expenses such as paying off the debt to the city and user fees were discussed. D. Thome suggested reviewing the income in one year when more information from the installation of the meters and how they affect income is available. K. Diederich will submit three scenarios: a $5 increase in the User Fee, a flat $100 User Fee (without the Debt Surcharge), and removal of the debt to the city. She will be requested to calculate what the cost-per-gallon for metered commercial customers would be if the debt to the city was retired. It was decided to have $10,000 for Emergency Repairs, $10,000 for System Repair-Brookhaven Lift Station, $10,000 for System Repair-Winnebago Lift Station, and $4,000 for Home Inspections. M. Nett will contact R. Cunzenheim to determine if a variable frequency motor should be considered for the Brookhaven Lift Station and what is the amount of capacity remaining. Meeting Adjournment. Motion: by D. Thome, second by J. Voight to adjourn. Vote: Ayes: 3, Opposed: 0 - Motion carried. Adjournment: Meeting adjourned at 6:30 PM.
