MINUTES

The Park & Rec. Advisory Council met on Monday, March 26th, 2012, at 7:00 p.m., at the Town Hall. Present were Chairperson Earl Jewett, Ed Braun, Dave Sehloff, John Rickert and Jim Bertram. Also present were representatives of the Winnebago Association of Kiteboarders.

1) Call to order. Chairman Earl Jewett called the meeting to order at 7:05 p.m.

2) Approve the minutes of the October 18th, 2011 meeting. Motion by Ed Braun, second by John Rickert, to approve the minutes of the October 18th meeting as presented. Motion carried unanimously by voice vote.

3) Discuss 2011 projects:
The Winnebago Association of Kiteboarders would like to pursue clearing of the Deadwood Point Road property. The Town Board granted the group permission to clear the property during their February, 2009, meeting. The group made an attempt in 2009, but would now like to donate labor, materials and use of heavy equipment.
The Commission questioned to presence of wetlands, the ability to add fill material and a culvert to create a parking area, and the exact location of the property lines. The Fond du Lac County Code Enforcement Department will be asked for guidance as to what can and can't be done to the property.
The Committee's consensus was to support the group's efforts to proceed with the clearing based upon the February, 2009, Town Board approval, with no cost to the Town, and based upon County input regarding wetlands. The Committee also recommended leaving the three ash trees.
a) Hermanns Park maintenance and projects.
The rope on the flagpole broke. Dave Sehloff will take care of the repair.
The solar light on the flagpole was recently replaced. Adolph & Virginia Schneider covered the cost of the new light.
The shrubs along CTH QQ are doing well.
The Town intends to roll the lawn, spray for weeds and trim the trees this spring.
The wind destroyed the sign again. A new sign has been ordered.
Owners not picking up dog feces are becoming an issue. The Committee will explore affordable signage and supply containers.
The Mulholland donation was $358.38 in excess of the cost of the benches. Staff is hoping to purchase a spring-mounted rocking toy with the additional funds.
b) Kiekhaefer Park maintenance and projects.

Committee continues to struggle with vandalism of signs located inside the park.
Motion by Dave Sehloff, second by Ed Braun, to re-install the garbage can back at the entrance to the Park for the year with monitoring as to the use and abuse, to be emptied weekly. Motion carried unanimously by voice vote.

Someone with a paintball gun shot at the kiosk.
Ed Braun explained his idea for how to make the kiosk water-tight.
We need to create a sturdy bracket for the "Trails Closed" signs.
The Town Board has finalized a Park Use Agreement. A copy was distributed to the promoters of Edge the Ledge Adventure Race. The Committee will offer to meet with the promoter.
The AT&T easement has been approved by the Town Board. It is expected that minimal brushing will be done along the easement area.
Some of the fencing material was purchased in 2011.

4) Next Meeting. The next meeting was scheduled for Thursday, April 19th; at 6:30 p.m. Park Volunteer Day will be Saturday, April 21st.

5) Public Comment. None presented.

6) Adjournment. Chairman Jewett declared the meeting adjourned at 8:17 pm.
