MINUTES

The Town of Taycheedah Comprehensive Planning Committee met on Thursday, April 12th, 2012, at 6:30 p.m., at the Taycheedah Town Hall. Members present were: Ed Braun, Jerry Guelig, Tim Krawczyk, Neal Nett, Rebecca Ries, Brenda Schneider, Joanne Thome, Joe Thome and Mike Wirtz. Also present was one interested citizen.

1. Call to Order. Chairman Ed Braun called the meeting to order at 6:31 pm.

2. Approve the minutes of the 3/22/12 meeting. Motion by Mike Wirtz, second by Joanne Thome, to approve the minutes of the 3/22/12 meeting. Motion carried (8-0).

3. Review and discuss revisions to the Code of Ordinances and maps.

County Cluster Meetings. Neal Nett, Jerry Guelig, Tim Krawczyk, Joe Thome and Rebecca Ries attended the meeting on March 27th at the Empire Town Hall. The County's goal is to use a consistent method and avoid spot zoning wherever possible. In order for parcels to be included in the County's Farmland Preservation Plan Map, the lands must be zoned exclusive ag and be consistent with the Town's Comprehensive Plan. The County and their consultant were impressed with the Town's map. Several small areas were identified for further discussion. The Committee must finalize the map tonight and submit it to the County.

Ordinance project. Revisions to the Zoning Code were made pursuant to a staff report previously presented by Jeff Sanders regarding the compilation of text language for a zoning district that would encompass the current A-T lands located between the Ledge and Lake Winnebago and the St. Peter area.

Committee action was to incorporate Option 1 as delineated in the staff report. The revisions are as follows:

Section 13-1-53, A-T Agricultural Transition District. Eliminate current text for Ag-Transitional district and replace it with the revised A-2 General Ag text.

Section 13-1-57(a), A-2 General Agricultural District, Purpose and Intent.

Purpose: Revise the sentence to state the following: The primary purposes of the district are to maintain, preserve, and enhance land historically used or suited for agricultural or agriculturally-related purposes but which are not eligible for participation in the farmland preservation program.

Intent: Revise the sentence to state the following: This district in intended to provide for the orderly transition of agricultural land located in areas planned for eventual non-agricultural uses consistent with the Town of Taycheedah Comprehensive Plan.

Section 13-1-57(b)(1), A-2 General Agricultural District, Permitted Uses. Revised the item to state the following: Agricultural use [see Section 13-1-53(d)(20)].

Section 13-1-57(c)(20), A-2 General Agricultural District, Conditional Uses. Add the following to the list of conditional uses: Any new accessory structures, including those intended to house, shelter, stable, feed, or otherwise accommodate livestock.

Section 13-1-57(c)(21), A-2 General Agricultural District, Conditional Uses. Add the following to the list of conditional uses: Reconstruction or replacement of any existing accessory structures, including those intended to house, shelter, stable, feed, or otherwise accommodate livestock.

Joe Thome arrived at this time.

Mapping project. During the cluster meeting, the County Planner and the County's consultant identified several areas for further discussion as to whether or not to identify them as included or excluded on the Town's Farmland Preservation Map.

All areas identified are excluded. It was the consensus of the Committee to not modify these areas.

It was also the consensus of the Committee to include the six wooded parcels along CTH QQ. This is the only change to the draft map.

Committee goal for the next meeting is to finalize the base farm tract map so that it accurately reflects purchases and parcels splits that occurred during the past year.

Mapping exercises yet to be completed are as follows:
Review and finalize the Base Farm Tract Map,
Review the Future Land Use Map, and
Complete modifications to the Zoning Map

Next steps:
Conduct a Plan Commission public hearing.
Obtain Town Board preliminary approval.
Submit to DATCP. Mr. Sanders will assist with submittal.
Once certified by DATCP, conduct a Plan Commission public hearing and proceed to final Town Board approval.

4. Schedule the next meeting. Thursday, May 10th, at 6:30 pm.

5. Public Comment. None presented.

6. Adjournment. Motion by Neal Nett, second by Tim Krawczyk, to adjourn at 7:29 p.m. Motion carried (9-0).
