MINUTES

The Town of Taycheedah Comprehensive Planning Committee met on Thursday, May 10th, 2012, at 6:30 p.m., at the Taycheedah Town Hall. Members present were: Ed Braun, Jerry Guelig, Tim Krawczyk, Neal Nett, Brenda Schneider, Joe Thome and Mike Wirtz. Excused were: Joanne Thome and Rebecca Ries. Also present was Jeff Sanders, the Town's consultant.

1. Call to Order. Chairman Ed Braun called the meeting to order at 6:30 pm.

2. Approve the minutes of the 5/10/12 meeting. Motion by Mike Wirtz, second by Brenda Schneider, to approve the minutes of the 5/10/12 meeting. Motion carried (7-0).

3. Review and possible recommendation to the Town Board for preliminary approval of the draft Zoning Code, the draft Zoning Map and the draft Farmland Preservation Map.

Farmland Preservation Map
Motion by Mike Wirtz, second by Neal Nett, to recommend the Town Board preliminarily approve the Farmland Preservation Map based upon Chairman Ed Braun's review of the accuracy of the modifications incorporated by the County. Motion carried (7-0).

Zoning Map
Prior review by Chairman Ed Braun revealed two errors. Several parcels in the southern Peebles area were erroneously change by the Committee to Exclusive Ag. Committee consensus was to change the parcels to R-1 as originally intended. Also, a small parcel along Hwy. 151 was erroneously changed by the County to R-8. Committee consensus was to change the parcel to R-2.

Motion by Jerry Guelig, second by Mike Wirtz, to recommend the Town Board preliminarily approve the Zoning Map with the two corrections noted above. Motion carried (7-0).

Overlay Districts
Committee members Ed Braun and Joanne Thome presented overlay district maps at the February 16th, 2012, meeting. The districts are as follows:
Peebles area-Mixed Use Industrial and Commercial
CTH UU area- Mixed Use Industrial and Commercial
St. Peter area-Mixed Use Residential and Commercial
Silica area- Mixed Use Residential and Commercial
Motion by Neal Nett, second by Joe Thome, to recommend the Town Board preliminarily approve the overlay districts as identified by the Committee. Motion carried (7-0).

Transitional Residential District (TRD)
Mr. Sanders explained that the TRD can be administered as a zoning district or as an overlay district.

Motion by Ed Braun, second by Mike Wirtz, to recommend the Town Board preliminarily approve the TRD as an overlay district as mapped on the Town's Future Land Use Map and to modify the Zoning Code to reflect TRD as an overlay district. Motion carried (7-0).



Comprehensive Planning Committee
July 5th, 2012


Zoning Code
Section 13-1-8(b)(94), Nonfarm Residential Acreage, Mr. Sanders will research the statutory requirement to maintain 10 acres as the minimum.

Section 13-1-8(b)(134), Use Consistent with Agriculture, legal opinion indicates the statutory reference is incorrect. Mr. Sanders will research the correct reference.

Section 13-1-59, Transitional Residential District, change from a zoning district to an overlay district.

Section 13-1-52(d)(2)2, minimum nonfarm lot size of 1.5 acres was supported by consensus to remain as printed.

Section 13-1-52(d)(2)3, no more than two nonfarm residences per base farm tract was supported by consensus to remain as printed.

Motion by Mike Wirtz, second by Ed Braun, to recommend the Town Board preliminarily approve the draft Zoning Code, to be modified as noted above. Motion carried (7-0).

Committee reviewed lot size, frontage, width, height and setback requirements for all zoning districts. The Committee did not provide recommendations for revisions to the requirements.

Committee reviewed the proposal submitted by Mr. Sanders for assistance in revising the Town's Subdivision Ordinance so that is it compatible with the Town's Comprehensive Plan. The Town Board will consider the proposal on July 9th.

4. Discuss next steps. Preliminary Town Board approval of the draft Zoning Code, draft Zoning Map and draft Farmland Preservation May is anticipated on July 9th and submission to the State Dept. Of Ag, Trade and Consumer Protection by mid-July. A public hearing will be conducted after DATCP completes their review.

5. Public Comment. None was presented.

6. Adjournment. Motion by Joe Thome, second by Jerry Guelig, to adjourn the meeting at 8:39 p.m. Motion carried (7-0).
