MINUTES

Comprehensive Planning Committee
September 27th, 2012


The Town of Taycheedah Comprehensive Planning Committee met on Thursday, September 27th, 2012, at 6:30 p.m., at the Taycheedah Town Hall. Members present were: Ed Braun, Tim Krawczyk, Neal Nett, Rebecca Ries, Brenda Schneider, Joanne Thome and Joe Thome. Excused were: Jerry Guelig and Mike Wirtz. Also present was Jeff Sanders, the Town's consultant. Also present were two interested residents (both arrived during the Subdivision Ordinance discussion).

1. Call to Order. Chairman Ed Braun called the meeting to order at 6:35 pm.

2. Approve the minutes of the 7/5/12 meeting. Motion by Joe Thome, second by Tim Krawczyk, to approve the minutes of the 7/5/12 meeting. Motion carried (5-0).

3. Status of DATCP certification.

The Town's submittal has yet to be sent to Department of Agriculture, Trade & Consumer Protection (DATCP).

Fond du Lac County submitted four to five weeks ago. DATCP informed Mr. Sanders that they will not review the Town's submittal until the County's is certified; which is expected to be within the next 60 days. Once the County's Plan is certified, the Town's can then be submitted.

Taycheedah ag-land owners are entitled to tax credits for 2012. The Town needs to be recertified by the end of 2013.

Taycheedah's options at this time are: 1) wait until the County's Plan is certified; 2) submit now for informal review with official review to occur after the County's Plan is certified; or 3) insist DATCP change the wording of the form that the County Planner needs to sign on the Town's behalf. Mr. Sanders recommends option 1. Consensus of the Committee was to wait for certification of the County's Plan.

During his review, Sam Tobias, Fond du Lac County Planner, noted issues between the proposed zoning and the Farmland Preservation Plan Map. The County-owned tower site on Tower Road and the Mrs. Schultz's property on Golf Course Drive are zoned exclusive ag but are excluded on the Farmland Preservation Map. This is not an issue for the County site due to the fact that the County does not pay property tax and will not be claiming FP tax credits. The status of the Schultz property can be changed during the County's public hearing thru an amendment process.

4. Discuss revisions to the Subdivision Ordinance. The Subdivision Ordinance amendment is a new independent project/contract. Mr. Sanders outlined the process will include an Initial Meeting, Conservation Subdivision Exercise, first draft of the amended Ordinance, second draft of the amended Ordinance, Public Hearing and adoption.

Committee members completed the Conservation Subdivision Worksheet. The information collected provides a starting point in the development of the Ordinance. Mr. Sanders will tabulate the responses.

5. Discuss next steps. All members were advised to perform an extensive review of the Comprehensive Plan prior to the next meeting. The Committee will meet either January 8th or 10th.

6. Public Comment. None was presented.

7. Adjournment. Motion by Joanne Thome, second by Neal Nett, to adjourn the meeting at 8:47 p.m. Motion carried (5-0).
