MINUTES

Comprehensive Planning Committee
February 21, 2013


The Town of Taycheedah Comprehensive Planning Committee met on Thursday, February 21st, 2013, at 6:30 p.m., at the Taycheedah Town Hall. Members present were: Jerry Guelig, Neal Nett, Rebecca Ries, Brenda Schneider, Joanne Thome, Joe Thome and Mike Wirtz. Excused were: Ed Braun and Tim Krawczyk. Also present were two interested residents.

1. Call to Order. Vice-Chairman Joe Thome called the meeting to order at 6:35 pm.

2. Approve the minutes of the 1/17/13 meeting. Motion by Mike Wirtz, second by Jerry Guelig, to approve the minutes of the 1/17/13 meeting. Motion carried (7-0).

It was noted that General Agriculture District (A-2) does not list "farm markets" with roadside stands as a permitted use. This was an oversight. The addition of farm markets will be addressed during the March 7th public hearing.

The Base Farm Tract Map is in the process of being updated in preparation for the March 7th public hearing.

3. Discuss revisions to the Subdivision Ordinance.

The Committee made the following changes/corrections to the draft Subdivision Ordinance:

It was noted that definitions need to be reviewed for consistency with the definitions used in the Zoning Ordinance.

Section 14-1-10(a)(19), Conservation Areas, Secondary, delete the duplication of the words of this ordinance.

Section 14-1-21(a)(1), Land Suitability, correct Eldorado to Taycheedah.

Section 14-1-21(d)(1)(d), Environmentally Sensitive Areas, Land within 100 feet of navigable waters. It was noted that the Comp Plan states 75 feet. Ask Jeff Sanders for clarification.

Section 14-1-31(i)(3)(i), Sewerage Facilities, correct Eldorado to Taycheedah.

Section 14-1-31(i)(3)(i), Sewerage Facilities, revise the last sentence to state Sewerage Facilities for conservation subdivisions with twenty (20) or more parcels shall require clustered wastewater treatment systems or connection to the sanitary sewer collection system.

Motion by Neal Nett, second by Rebecca Ries, to recommend the Town Board pursue an amendment to the Comprehensive Plan that would allow conservation subdivisions in the Proposed Rural Residential District between the Ledge and the Lake. Motion carried (7-0).

Section 14-1-40(b)(14) & (15), Boring Tests and Percolation Tests, verify the accuracy of the title Comm 85.

Section 14-1-56(f), Sanitary Sewerage System, change ten (10) to twenty (20) and at the end of the first sentence add or connection to the sanitary sewer collection system.

Section 14-1-57, Water Supply Facilities (Urban Service Areas), ask Jeff Sanders for clarification and its' application to the Town of Taycheedah.

Section 14-1-58, Storm Water Drainage Facilities, delete the entire subsection and replace with The Town Board has delegated the authority to administer and enforce surface water drainage and construction site erosion to Fond du Lac County.

Section 14-1-61, Street Trees, delete the entire subsection.

Section 14-1-73(j), Lot Design Standards, Lot Size, Shape and Orientation, corect the reference to 14-1-10(a)(55)(a).

4. Discuss next steps. A public hearing will be held on March 7th, at 7:00 pm. The Comprehensive Planning Committee will meet for a public informational session, the Plan Commission will conduct the public hearing immediately following the informational session, and the Town Board will then convene for a special meeting to consider final approval.

5. Public Comment. Joe Ziegler addressed the Committee regarding support to amend the Comprehensive Plan by changing the designation of two parcels owned by him in Peebles from Business to Multi-Family. The Committee had reviewed a site plan for the project during their January 17, 2013, meeting. Motion by Mike Wirtz, second by Neal Nett, to recommend the Town Board pursue an amendment to the Comprehensive Plan that would change the Future Land Use designation of Joe Ziegler's two parcels from Business to Multi-Family. Motion carried (7-0).

6. Adjournment. Motion by Joanne Thome, second by Joe Thome, to adjourn the meeting at 9:00 p.m. Motion carried (7-0).
