Call to Order
Meeting was called to order by M. Nett at 5:00 P.M.

Present: Commissioners: M. Nett, D. Thome, J. Voight
Administrative Clerk: P. Yohann

Approval of Agenda
Motion: by J. Voight, second by D. Thome to approve the Agenda.
Vote: Ayes: 3, Opposed: 0 - Motion carried.

Approval of February 18, 2013 Regular Business Meeting Minutes
Motion: by M. Nett, second by J. Voight to approve the February 18, 2013 Regular Business Meeting Minutes.
Vote: Ayes: 3, Opposed: 0 - Motion carried.

REGULAR BUSINESS

Financial Report
Financial reports and statements were distributed and reviewed.

Approve Financial Statements
Motion: by J. Voight, second by D. Thome to approve the Financial Statements as presented.
Vote: Ayes: 3, Opposed: 0 - Motion carried.

Approve bills/sign checks
Motion: by J. Voight, second by M. Nett to approve the bills and sign the checks.
Vote: Ayes: 3, Opposed: 0 - Motion carried.

Inspector's Report - A. Karls
A copy of the detailed log of inspection activities during the month of March 2013 is on file.
In the absence of A. Karls, P. Yohann distributed photos taken of a leak at N8738 Sylvan Bay Road. M. Nett stated A. Karls should follow-up with the situation.

Maintenance Report - D. Weber & M. Haensgen
D. Weber reported on maintenance activities during the month of March 2013; a copy of the detailed log of his maintenance activities is on file.
The Winnebago Lift Station variable frequency device needed to be adjusted to have the pump run at a higher speed.
The valves at the Winnebago Lift Station could not shut off. The wet well was emptied, and debris was found and removed. Discussion was held, and a Newsletter will be included with the upcoming billing. The Newsletter will cover the discovery of the debris, items not to be placed into the system, and the expense to the district. D. Weber listed individuals and companies that assisted in the effort to get the Winnebago Lift Station operating again.
D. Overbo was introduced and will be the support electrician.
D. Weber stated he intends to resume home inspections.

Administrative Clerk's Report - P. Yohann
P. Yohann reported in addition to performing the regular duties payment was received from Calumet Sanitary District in the amount of $895.90 for the third quarter of 2012.
A special assessment request was received for the property across from the Shell station.
Vacant lots are being added to the customer list.

UNFINISHED BUSINESS

1. Discussion and possible action of revision of Agreements with Calumet, Johnsburg, and Taycheedah District No. 3 Sanitary Districts.
Discussion was held. P. Yohann will contact R. Cunzenheim and M. DeVries to inquire the status of the revisions. D. Thome stated the revisions should be presented at the upcoming Joint Business Meeting in April. No further discussion can be held as the Commission is waiting to review them.

NEW BUSINESS

1. Discussion and possible action on the invoice received for inspection of TSD#1 lines.
Discussion was held. P. Yohann stated A. Karls had indicated all of the charges would be TSD#1's responsibility. M. Nett clarified the televising is the responsibility of TSD#1, and if there should be a problem, repairs would be at the customer's expense.

2. Discussion and possible action on the capacity available.
J. Voight reported R. Cunzenheim is in the process of calculating the capacity available. Discussion was held that there should be adequate capacity to accommodate future multi-family dwellings and small business developments.

3. Discussion and possible action of a posted fee schedule.
P. Yohann presented a list of fees. J. Voight questioned if the fees could be added to the Township's website. Discussion was held, and it was decided not to change the procedure for obtaining information.

Public Comment - TSD No. 1 Sanitary District Business

D. Thome extended his thanks to the Commission. He gave a review of highlights and history of the Commission. M. Nett questioned him if there were any areas of concern and what would be his recommendations. D. Thome stated televising should be done along the lake beginning at Manhole No. 101 at Fisherman's Road through Welling Beach as well as concentrating on a leak at Gladstone Beach Road. In addition it is important to keep an accurate account of what is repaired. M. Nett thanked D. Thome for his years of service to the District.
