MINUTES

COMPREHENSIVE PLANNING COMMITTEE
BUSINESS MEETING
NOVEMBER 14th, 2013
6:30 P.M.
TAYCHEEDAH TOWN HALL


The Town of Taycheedah Comprehensive Planning Committee met on Thursday, November 14th, 2013, at 6:30 p.m., at the Taycheedah Town Hall. Members present were: Ed Braun, Tim Krawczyk, Neal Nett, Brenda Schneider, and Joe Thome. Excused were: Jerry Guelig, Rebecca Ries, Joanne Thome and Mike Wirtz.

1. Call to Order. Chairman Ed Braun called the meeting to order at 6:30 pm.

2. Approve the minutes of the 2/21/13 meeting. Motion by Neal Nett, second by Joe Thome, to approve the minutes of the 2/21/13 meeting. Motion carried (5-0).

3. Status of certification of the Town's Zoning Ordinance. The initial submittal to DATCP was completed on September 7th. Revisions requested by DATCP have been made and re-submitted. Certification is expected no later than December 24th. Once certified, the Board will need to adopt the Ordinance.

4. Discuss revisions to the Subdivision Ordinance.

The Committee made the following changes/corrections to the draft Subdivision Ordinance:

The following definitions were revised for consistency with the definitions contained in the Zoning Ordinance: Agricultural Use, Alley, Arterial Street, Lot, Lot Corner, Lot Reverse Corner, Public Way, Street, and Structure.

Revise the definition of Conditional Approval to state ...as determined by the Plan Commission and/or Town Board. Land division of Exclusive Agricultural lands require a Base Farm Tract review.

Revise the definition of Conservation Subdivisions to state A subdivision where compact lots and open spaces are the central organizing element....

Delete Detention Basin and its' definition.

Section 14-1-21(d)(1)(d), Environmentally Sensitive Areas, delete this item in its' entirety.

Section 14-1-31(i)(4)(f), Calculation of Permitted Dwelling Units (PDU), change one acre to one half acre.

Section 14-1-40(b)(14) and (15), correct Comm 85 to SPS 385.

Section 14-1-56(f), change 10 or more parcels to 20 or more parcels.

Section 14-1-57, Water Supply Facilities, delete this section in its' entirety.

Section 14-1-71(a)(5)(e), delete this item in its' entirety.

6. Discuss next steps. A public hearing will be held in January. The Comprehensive Planning Committee will meet for a public informational session, the Plan Commission will conduct the public hearing immediately following the informational session, and the Town Board will then convene for a special meeting to consider final approval.

7. Public Comment. None presented.

8. Adjournment. Motion by Tim Krawczyk, second by Neal Nett, to adjourn the meeting at 7:53 p.m. Motion carried (5-0).
