PLAN COMMISSION
PUBLIC HEARING
FARMLAND PRESERVATION PLAN
FEBRUARY 6th, 2014
7:15 P.M.
TAYCHEEDAH TOWN HALL

The Town of Taycheedah Plan Commission met on Thursday, February 6th, 2014, at 7:15 p.m., at the Taycheedah Town Hall. Members present were: Chairman John Wagner, Joe Thome, Bill Spieker, Leon Schneider, Joan Simon and Tim Simon. Excused: Bud Sabel. Also present was Jeff Sanders, the Town's consultant.

Chairman Wagner called the public hearing to order at 7:31 pm. The Plan Commission members were introduced.

Jeff Sanders reported that the Department of Agriculture, Trade & Consumer Protection certified the Town's Zoning Ordinance and Zoning Map on December 4, 2013, as compliant with farmland preservation requirements.

Mr. Sanders informed the Plan Commission that in July of 2013, the State passed legislation that severely limits the Town's ability to regulate wireless communication structures. Sanders recommended the Zoning Ordinance be amended by elimination of the wireless telecommunication structure ordinance.

Pat Ries questioned the Zoning Ordinance changed text as it pertains to Farm Markets. Sanders responded that DATCP required the change due to inconsistency with Wis. Stats. Ch. 91.

John Buechel enquired as to the zoning change of his dad's farm from A-1 to A-2. Sanders responded that permitted agricultural activities will not be impacted; however, the owner would not be entitled to farmland preservation tax credits.

Motion by Joe Thome, second by Joan Simon, to recommend the Town Board approve the Town's Farmland Preservation Plan which includes the amended Zoning Ordinance and the amended Zoning Map, contingent upon concurrence with the Town Attorney to eliminate 13-1-75 and create an ordinance consistent with State statutes. Motion carried (6-0).

Motion by Bill Spieker, second by Leon Schneider, to adjourn the public hearing at 7:55 p.m. Motion carried (6-0).
