Monthly Commission Meeting

AGENDA

1. Call to order.
2. Closed Session, pursuant to Wis. Stats. 19.85(1)(c), Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Subject: Interview potential employee.
3. Approval of minutes of the 7/1/14 meeting.
4. Consideration and possible acceptance of a quote for an electronic lift station monitoring and alarm system.
5. Discuss operational issues.
6. Discuss stabilizing grinder pump stations.
7. Discuss the Agreement for the Allocation of Costs and Transportation of Wastewater Between Sanitary District No. 1 of the Town of Taycheedah and Johnsburg Sanitary District.
8. Review statement for reimbursement of bypassed flows.
9. Approval of District bills.
10. Schedule the next meeting.
11. Commissioners' reports and comments.

MINUTES

JOHNSBURG SANITARY DISTRICT
MONTHLY COMMISSION MEETING
AUGUST 6, 2014
7:00 P.M.
TAYCHEEDAH TOWN HALL


Members present were President Franz Schmitz, Commissioner Ken Schneider, and Recording Secretary Brenda Schneider. Excused: Commissioner Dennis Lefeber. Also present were Maintenance Tech Mike Sabel and Travis Abler.

1. Call to order. Chairman Schmitz called the meeting to order at 7:10 p.m.

2. Closed Session, pursuant to Wis. Stats. 19.85(1)(c), Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. Subject: Interview potential employee. Motion by Ken Schneider, second by Franz Schmitz, to enter into closed session at 7:10 p.m., pursuant to Wis. Stats. 19.85(1)(c), for employee interviews. Motion carried by roll call vote (2-0).

Motion by Ken Schneider, second by Franz Schmitz, to reconvene into open session at 7:47 p.m. Motion carried (2-0).

3. Approval of the minutes of the 7/1/14 meeting. Motion by Ken Schneider, second by Franz Schmitz, to approve the minutes of the July 1st, 2014, meeting as distributed. Motion carried (2-0).

4. Consideration and possible acceptance of a quote for an electronic lift station monitoring and alarm system. Mike Sabel responded to several questions regarding the system. Taycheedah Sanitary District #3 installed the system in December, 2013. They are very satisfied with the system. Action on the quote was postponed to the September meeting.

5. Discuss operational issues. None.

6. Discuss stabilizing grinder pump stations. The grinder pump station servicing the home located at W3011 Johnsburg Road was no longer stabile due to modifications made by the current owner. The owner was notified, via letter, that the District will do the repair and subsequently bill him for the work. The owner contacted Ken Schneider. He informed Ken that he has the expertise to do the work and plans to do the work himself. Ken Schneider reported that the panel is now supported by concrete and 4x4s.

7. Discuss the Agreement for the Allocation of Costs and Transportation of Wastewater Between Sanitary District No. 1 of the Town of Taycheedah and Johnsburg Sanitary District. The O&M Agreement has been revised by TSD#1. The Commission has requested a redline/strikeout version of the Agreement; which will illustrate all revisions to the text. It appears numerous changes, unrelated to the installation of the flow meters at the Gladstone and Brookhaven lift stations, have been incorporated. TSD#1 has yet to respond to this request; however, Brenda presented an edited version created by her office. No action was taken.

8. Review statement for reimbursement of bypassed flows. A report has been compiled in regards to Calumet Sanitary District's emergency bypass flows. Treatment costs and TSD#1 O&M costs have been calculated for the April, 2013, and March, 2014, events. The total cost of the April, 2014, event cannot be calculated until the 2nd quarter 2014 O&M bill is received.
9. Approval of District bills. Motion by Ken Schneider, second by Franz Schmitz, to approve the bills, (order nos. 53-65) totaling $3,483.54; and to authorize the following:
Transfer $3,500.00 from the User Charge Account to the Regular Checking Account,
Transfer $603.24 from the User Charge Account to the Debt Service Account, and
Transfer $54.84 from the User Charge Account to the Reserve for Replacement Account.
Motion carried (2-0).

10. Schedule the next meeting. The next Commission meeting will be conducted on Tuesday, September 9th, at 10:00 a.m., at the Taycheedah Town Hall.

11. Commissioner's reports and comments. None presented.

12. Adjournment. President Franz Schmitz declared the meeting adjourned at 8:39 p.m.
