1. Call to order.
2. Approval of minutes of the 8/6/14 meeting.

JOHNSBURG SANITARY DISTRICT
MONTHLY COMMISSION MEETING
SEPTEMBER 9, 2014
10:00 A.M.
TAYCHEEDAH TOWN HALL


Members present were President Franz Schmitz, Commissioners Dennis Lefeber and Ken Schneider, and Recording Secretary Brenda Schneider.

1. Call to order. Chairman Schmitz called the meeting to order at 10:01 a.m.

2. Approval of the minutes of the 8/6/14 meeting. Hearing no need for additions or corrections, President Schmitz declared the minutes of the 8/6/14 meeting approved as distributed.

3. Affirmation of the appointment of Travis Abler to assist with maintenance. Motion by Dennis Lefeber, second by Ken Schneider, to affirm the appointment of Travis Abler as Assistant Maintenance Technician. Motion carried (3-0).

4. Establish compensation for maintenance assistant. Motion by Dennis Lefeber, second by Ken Schneider, to establish the starting wage for Assistant Maintenance Technician at $15.00 per hour. Motion carried (3-0).

5. Consideration and possible acceptance of a quote for an electronic lift station monitoring and alarm system. An operations cost-benefit analysis indicates an approximate six-year pay-back period. Commission will review budgetary information at the next meeting.

6. Discuss operational issues. Mike Sabel has completed twenty-nine manholes inspections to-date. He intends to inspect all manholes by the end of the year.
The flows report for July shows consistency.

7. Discuss the Agreement for the Allocation of Costs and Transportation of Wastewater Between Sanitary District No. 1 of the Town of Taycheedah and Johnsburg Sanitary District. The O&M Agreement has been revised by TSD#1. The Commission has requested a redline/strikeout version of the Agreement; which will illustrate all revisions to the text. It appears numerous changes, unrelated to the installation of the flow meters at the Gladstone and Brookhaven lift stations, have been incorporated. TSD#1 has yet to respond to this verbal request. The Commission will send a written request. No action was taken.

8. Review statement for reimbursement of bypassed flows. A report has been compiled in regards to Calumet Sanitary District's emergency bypass flows done in April, 2013, March 2014 and April 2014. A total of 192,300 gallons was bypassed in the JSD system. Treatment costs and TSD#1 O&M costs have been calculated for all the event. The total cost of the April, 2014, event was $30.71; the March 2014 event $85.40; and the April 2014 event $209.28. Motion by Ken Schneider, second by Dennis Lefeber, to accept the report and forward it to Calumet Sanitary District for reimbursement. Motion carried (3-0). An invoice for $325.39 will be presented to Calumet Sanitary District.

9. Approval of District bills. Motion by Dennis Lefeber, second by Ken Schneider, to approve the bills, (order nos. 66-75) totaling $1,894.63; and to authorize the following:
Transfer $1,950.00 from the User Charge Account to the Regular Checking Account,
Transfer $6,168.48 from the User Charge Account to the Debt Service Account, and
Transfer $560.77 from the User Charge Account to the Reserve for Replacement Account.
Motion carried (3-0).

10. Schedule the next meeting. The next Commission meeting will be conducted on Tuesday, October 7th, at 10:00 a.m., at the Taycheedah Town Hall.

11. Commissioner's reports and comments. Franz's term will expire at the end of the year. An insert regarding the appointment will be included in the October billing.

12. Adjournment. President Franz Schmitz declared the meeting adjourned at 10:45 a.m.
