Call to Order

Meeting was called to order by M. Nett at 3:00 PM.

Present: Commissioners: M. Nett, J. Voight, D. Weber
Administrative Clerk: P. Yohann
Engineer: R. Cunzenheim

WORKSHOP BUSINESS

1. Review of needed manhole repairs and development of a strategy for completion of repairs.

Discussion was held regarding obtaining a camera and having the district's personnel perform the televising. R. Cunzenheim stated it is a two-person operation, discussed the equipment that would be necessary, and felt it would be too costly. The useful life of pipe and the best method of preventing problems with the systems, which is manhole inspections, were discussed. R. Cunzenheim relayed pipe should last approximately 100 years, and manhole inspections should be supplemented with televising. The questions of how many of the approximate 310 manholes to inspect per year and if the inspections would be a shared expense were raised. R. Cunzenheim stated he has a spreadsheet for tracking inspections. Missing manhole numbers were discussed. The missing ones may be buried and need to be raised to ground level. M. Nett questioned R. Cunzenheim to define what to do with each manhole. He stated that the inspector must fill out the report sheet, which P. Yohann will update, and GPS coordinates must be added. R. Cunzenheim will update the map to reflect the footage between manholes. He will also contact a surveyor and have him put together a proposal of inspection and establishing GPS coordinates. Hydrogen sulfate gas was discussed and if any corrective action needs to take place. None is needed at this time. The item of discussion and possible action of a manhole repair program will be added to the agenda for the next Regular Business Meeting.

2. Discussion and possible action on the frequency of televising and areas to be inspected.

Discussion regarding the frequency of televising and areas to be inspected was held. R. Cunzenheim stated the EPA standard is once every five years but realistically it would occur once in every ten years due to cost factors. Also discussed was the question of cost per foot for televising the approximately 5,300 feet of the system. R. Cunzenheim will obtain the lineal number of feet and contact another district for what their typical repair cost is. The concerns of whoever does the repairs must have the time to make them and obtaining a commitment by them to return the following year for conducting more repairs were raised. Fisherman's Estates, Windward Estates, and some areas in Peebles have never been inspected.


NEW BUSINESS

1. Discussion and possible action of developments in the Sandy Beach Business Park.

P. Yohann reported on the request made by a title company for special assessments on a parcel in the Sandy Beach Business Park. The parcel would have a total of ten units in three buildings on the one parcel. Discussion was held as to the number of permits and the possibility of

metering the units. TSD#1's Ordinances will be reviewed.to assure they are in line with the protection that is needed for the performance of the system. Discussion will continue at the next Regular Business Meeting.
