LEGAL NOTICE

PLEASE TAKE NOTICE that the Plan Commission of the Town of Taycheedah will meet on Thursday, February 5th, 2015, at 7:00 p.m., at the Taycheedah Town Hall for the purpose of making recommendations to the Town Board regarding the following amendments to the Zoning Code:


Amend Section 13-1-55(c), Business without Public Sewer (B-2), Conditional Uses to add "Animal hospitals, shelters and kennels".
Amend Section 13-1-25, Roof Slopes and Eaves Dimensions for Dwellings, Accessory Buildings and Garages, to allow certain steel materials for roofing and exterior siding of dwellings, accessory buildings and garages.


PLEASE TAKE FURTHER NOTICE that the Town Board will meet on Monday, February 9th, 2015, at 7:00 p.m., at the Taycheedah Town Hall, for the purpose of considering the recommendations of the Plan Commission and to act on the amendments to the Zoning Code noted above.

Town Board members may be in attendance during the Plan Commission hearing.

PLAN COMMISSION
PUBLIC HEARING
ZONING CODE AMENDMENTS
THURSDAY, FEBRUARY 5, 2015
7:00 P.M.
TAYCHEEDAH TOWN HALL


Members present were Chairman John Wagner, Bud Sabel, Joan Simon, Joe Thome, Leon Schneider, Bill Spieker and Secretary Brenda Schneider. Excused-Tim Simon.

The purpose of the public hearing was to make a recommendation to the Town Board regarding the following proposed amendments to the Zoning Code:

1. Section 13-1-25 Roof Slopes and Eaves Dimensions for Dwellings, Accessory Buildings and Subsections b and c Garages

Consider adding the following paragraphs to the current text:
b) Accessory buildings and garages in the Exclusive Agriculture/Farmland Preservation (A-1), General Agriculture (A-2), Business with Public Sewer (B-1), Business without Public Sewer (B-2), Industrial (I-1), and Conservancy (C-1) Districts, shall have roofing material including wood shakes or shingles, asphalt composition shingles, fiberglass composition shingles, metal shingles, standing-seam steel or metal pole barn-type steel with hidden hangers or exposed fasteners.
c) Accessory buildings and garages in the Exclusive Agriculture/Farmland Preservation (A-1), General Agriculture (A-2), Business with Public Sewer (B-1), Business without Public Sewer (B-2), Industrial (I-1), and Conservancy (C-1) Districts, shall have roofing material including wood shakes or shingles, asphalt composition shingles, fiberglass composition shingles, metal shingles, standing-seam steel or metal pole barn-type steel with hidden hangers or exposed fasteners.
Also, consider modifying the last sentence in both subsections to clarify that Pole barn siding, whether metal or fiberglass, is prohibited in the residential districts.

2. Section 13-1-55 B-2 Business District without Public Sewer
Subsection (c)(8) Conditional Uses
Consider adding Animal hospitals, shelters and kennels as a conditional use.

Chairman Wagner called the public hearing to order at 7:12 pm.

Brenda Schneider, Town Clerk, briefed the Plan Commission members of the following:
The have been significant changes in the industry pertaining to the use of steel for siding and roofing purposes.
The proposed change will allow pole-barn type material to be used for roofing and siding in the agricultural, business, industrial and conservancy districts.
The Town has had several requests to use pole-barn type steel for siding. One individual is awaiting the Town's decision on the matter before he finalizes his building plans.
Animal hospitals, shelters and kennels are currently listed as a conditional use in the agricultural, conservancy and industrial districts.
A partnership plans to purchase a business-zoned property for purpose of opening a kennel. Rezoning the property for a kennel is not an option due to the Comprehensive Plan.
The addition of animal hospitals, shelters and kennels as a conditional use is proposed only in the Business without Public Sewer (B-2) at this time due to the fact that B-2 properties are larger in size.

Seeing no further comments or questions, motion by Leon Schneider, second by Joan Simon, to recommend the Town Board approve the proposed changes to Section 13-1-25 and Section 13-1-55(c) as presented. Motion carried (6-0).

Motion by Joe Thome, second by Bud Sabel, to adjourn at 7:20 p.m. Motion carried (6-0).
