AGENDA

1. Call to order.
2. Approval of minutes of the 1/5/16 and 1/27/16 meetings.

4. Status of the inspection of the manhole situated along the driveway for the new home located a W3601 Johnsburg Road.
5. Discussion and possible action regarding operational issues:
a. Johnsburg lift station.

6. Status of the Agreement for the Allocation of Costs and Transportation of Wastewater Between Sanitary District No. 1 of the Town of Taycheedah and Johnsburg Sanitary District.

MINUTES

JOHNSBURG SANITARY DISTRICT
MONTHLY COMMISSION MEETING
FEBRUARY 11, 2016
3:00 P.M.
TAYCHEEDAH TOWN HALL


Members present: President Franz Schmitz, Commissioners Dennis Lefeber and Ken Schneider. Also present: Recording Secretary Brenda Schneider and Mike Immel, Rural Mutual Insurance Company.

1. Call to order. Chairman Schmitz called the meeting to order at 3:00 p.m.

2. Approval of the minutes of the 1/5/16 and 1/27/16 meetings. Motion by Ken Schneider, second by Dennis Lefeber, to approve the minutes of 1/5/16 and 1/27/16 meetings as distributed. Motion carried (3-0).

3. Mike Immel, Rural Mutual Ins. Co., annual review of insurance coverage. Mr. Immel reviewed the District's current insurance coverage.

4. Status of the location of Winnie Fink's driveway for the new home located at W3601 Johnsburg Road. A manhole is located at the corner of the gravel driveway for Fink's new home. The contractor has shifted the driveway to the west. It was noted that a riser ring was not needed.
President Schmitz has been in contact with Don Lisowe, Town of Calumet Road Supervisor. Lisowe indicated that he wants to meet with Commissioner Schneider at the site. Mike Sabel will inspect the manhole. The inspection and meeting noted will take place when weather is more conducive.

5. Discussion and possible action regarding operational issues:
a. Johnsburg Lift Station. Pump run times for both pumps at the Johnsburg lift station were elevated since the middle of December. Hal Henderson, Missions, did not locate any malfunctions of the reporting system but did determine that pump 2 was drawing a very high level of amperage.
Sabel Mechanical found obstructions of the check valves. It was noted that a fair amount of coarse paper was floating in the tank. Sabel estimated 40% of the flow was siphoning back into the wet well. The check valves were cleaned.
Sabel also pulled both pumps. Pump 1 was determined to have a broken shaft and hub. The parts are reportedly irreplaceable. Pump 1 is now making a lot of noise but is continues to function. Pump 2 also has an apparent problem due to the fact it is running nearly four times the minutes as Pump 1. It was later determined that Pump 2 was running but not pumping.
The Commission authorized the purchase of one Flygt pump. The new pump has been installed. Pump run time have significantly decreased. The two original Hydro-Matic pumps will be evaluated as to the possibility of combining the two into one re-built pump. The Commission is awaiting this evaluation.
b. Televising. The Commission discussed the noted flows into the Johnsburg Lift Station during staff's response to the recent pump issues. It was decided during the January meeting to have all gravity sewer at Johnsburg Road, Mengel Hill Road, Meyer Court and Schumacher Road televising this upcoming spring. Depending upon the awarded per mile bid, the Commission may consider also televising in Johnsburg. The additional footage would be added to the project reported to Eric Otte, the OSG Engineer.
c. Other issues. As for the toweling found in the Johnsburg Lift Station, the Commission will include a newsletter in the April billing. Signs may also be created for posting in public restrooms within the District.

6. Status of the Agreement for the Allocation of Costs and Transportation of Wastewater Between Sanitary District No. 1 of the Town of Taycheedah and Johnsburg Sanitary District. The Presidents of Taycheedah Sanitary District #3, Johnsburg Sanitary District and Calumet Sanitary District met on December 17th and January 21st to discuss the Agreement. They attempted another meeting on January 28th.
The group requested a cost-share comparison illustrating the difference between the two methods of apportionment. The group is awaiting the report.

7. Approval of District bills. Motion by Dennis Lefeber, second by Ken Schneider, to approve the bills, (order nos. 8-19) totaling $4,809.01, and authorized the following transfer:
$4,800.00 from the Operations/User Charge Account to the regular checking account.
Motion carried (3-0).

8. Schedule the next meeting. The next Commission meeting will be conducted on Tuesday, March 1st, at 10:00 a.m.

9. Adjournment. President Schmitz declared the meeting adjourned at 4:09 p.m.
