Meeting was called to order by M. Nett at 9:05 A.M.

Present: Commissioners: M. Nett, J.Voight, D. Weber

Motion: J. Voight, second by D. Weber, to approve the Agenda.
Vote: Ayes 3, Opposed 0 - Motion Carried

Old Business

1. Discussion and possible action regarding metering multi-unit buildings in the Sandy Beach Business Park.
Discussion was held regarding the changes to the business park buildings and user fees/debt surcharge versus meter information that is billed. It was decided to inspect all of the buildings to determine their use. M. Grebe will be accompanied by a commissioner during the inspections. P. Yohann will send a certified letter to the property owners. E. Otte suggested future permits be presented at monthly meetings so that building plans and intentions of building use can be discussed. It was decided to:
1. Document all of the buildings within the Sandy Beach Business Park.
2. Ask the number of plumbing hook-ups within each building.
A. Determine the specific use of the plumbing hook-ups.
3. Which buildings are metered or unmetered.
A. How many plumbing hook-ups for metered buildings.
B. Review the use of unmetered buildings.
4. Validate the goal of each unit charged that have meters.

2. Update on the approval of the O&M Agreements with Calumet Sanitary District, Johnsburg Sanitary District, and Taycheedah Sanitary District No. 3.
E. Otte stated he had reviewed the new Agreements and believes they are in compliance with the District's goal of creating equitable and uniform Agreements. Discussion was held regarding notification to the upstream districts for operational and maintenance expenses of more than $25,000. It was suggested to distribute to the upstream districts information of repairs with at least 30 days' notice in order to receive input. P Yohann will draft a letter to the upstream districts outlining their portion of the proposed manhole renovations. The methodology of how to bill using new metered data was discussed. It was decided to use the present method until a 30-month period of data is established.
