Present: John Abler, Jim Bertram, Amy Huempfner, John Rickert and Brenda Schneider. Also present: Pam Hall, Rueben & Austin Witt, Jerry Kraus and Randy Rieder.
1. Called to order. The meeting was called to order by Chair Abler at 6:06 p.m.
2. Approve the minutes of the 3/24/16 meeting. No action was taken.
3. Financial review.
o 2016 Budget. The 2016 Parks Budget allocation for revenue total $7,178.
o Planned expenses. The 2016 actual/projected expenses total $4,297. At this point, anticipated expenses for the remainder of the year include electricity for Kiekhaefer Park and Hermanns Park and the dumpster fees. Note: The Town expects to pay for lumber to be used for a bridge project.
a. Deadwood Point Park maintenance and projects. The Park is primarily used by kiteboarders. The Town continues to struggle with zebra mussels obstructing the drainage ditch. The kiteboarding group has informed the Town Board that the sandy beach has eroded away. The Town may install rip rap for stabilization purposes.
b. Gladstone Park maintenance and projects. The Committee referenced past discussion regarding the placement of additional rip rap along the shoreline. The Town Board may coordinate this project in the future.
c. Hermanns Park maintenance and projects. Jerry Kraus offered to spearhead a project of installing two 6-foot benches by the basketball court. He has researched the project. Benches identical to the ones by the playground are available thru Burke. He estimates one yard of concrete would be needed to create pads for both benches. He would pin the pads into the existing 46' x 78' slab of concrete. The benches are surface-mounted. Each bench costs $453 and the concrete is estimated at $105. Kraus is willing to donate his time to prep the area and pour the concrete. He is also willing to pay for the concrete if the Town will pay for the benches. Motion by John Rickert, second by Jim Bertram, to authorize Jerry Kraus to do the concrete work for the benches and the Town will pay for the benches, with installation of both benches on the south side of the court. Motion carried unanimously.
The parking area is over-run with weeds. Randy Rieder stated that he will spray the weeds.
Kraus suggested the Committee consider renting a porta-potty.
Jerry Kraus informed the Committee that he began trimming the hedge and is willing to trim the trees, too.
Kraus also reported that Ginny Schneider planted a red bud tree in the northeast corner of the Park in remembrance of Adolph. She would like to install a stone bench near the tree; however, there is a deteriorating pine tree that she would like removed. Kraus indicated that Ginny has someone willing to take down the tree in exchange for the wood. The Committee voice no objection to the tree removal nor the installation of the stone bench.
d. Kiekhaefer Park maintenance and projects.
o Surveillance camera. A Park neighbor has expertise in surveillance and has offered to install a live webcam on the parking lot pole at little to no cost. He would also install two trail cameras. Chair Abler is awaiting further communication from this neighbor.
o Moving snowmobile trail. Safety would be improved if the northern section of the snowmobile trail was moved slightly. The modification will eliminate conflicts with the ski trail. Chair Abler will meet with Dale Driscoll and Darrin Lefeber to discuss the change.
o Brush hog. A brush hog for trail maintenance was purchased this past spring.
o Thinning ash trees. Chair Abler will contact Mark Kirschling.
o Bridge project. Austin Witt is planning a bridge replacement project as an Eagle Scout Project. Chair Abler has ordered the materials from Menards at a cost of approximately $1200. Rueben Witt will pick-up the materials on Sunday. The planned construction dates are August 5th or 6th.
o Cub Scout/Boy Scout Event. Chair Abler reported the weekend-long event is planned for late August. Their camp will be set-up in the center of the race track.
e. Scenic Overlook maintenance and projects. The park needs a garbage can. Bags of trash were recently dumped at the site. Chair Abler found a couple of names in the debris. He is currently researching the names.
There is a need to clear more trees and brush. Timing of this project is unknown.
The installation of an extension of the upper driveway to Kiekhaefer Parkway may be a 2017 project.
f. Volunteer Workdays. Volunteer workdays are planned for 8:00 a.m.-noon on the first Saturday of the month from April to November, weather permitting.
g. Comprehensive Outdoor Recreation Plan and map update. East Central Wisconsin Regional Planning has allocated assistance in 2016 for these projects. Chair Abler will contact East Central.
5. Schedule next meeting. Yet to be determined.
6. Public comment. None presented.
7. Adjournment. Motion by John Abler, second by Jim Bertram, to adjourn the meeting at 7:35 p.m. Motion carried unanimously.
