Meeting was called to order by D. Weber at 5:00 P.M.

Financial Report
Financial statements were distributed and discussion held.
Motion: by J. Voight, second by D. Weber, to approve the Financial Report.

Motion: by J. Voight, second by D. Weber, to approve the bills as submitted.

Inspection Report - M. Grebe
A copy of the detailed log of inspection activities during the month of November 2016 is on file.
No report was given.

Maintenance Report - M. Haensgen
A copy of the detailed log of maintenance activities during the month of November 2016 is on file.
No report was given due to the absence of M. Haensgen.
E. Otte reported on questions the Commissioners had raised at the last meeting regarding if the system is up to date. He stated he had toured the lift stations with a city wastewater employee. Maintenance records would be needed and inquired what the replacement fund in the CMAR is and would like to review the Energenecs service agreement.


Administrative Clerk's Report - P. Yohann
A copy of the detailed log of administrative activities during the month of November 2016 is on file.
P. Yohann reported on receiving the 2017 Fee Schedule and Prepayment Plan for Diggers Hotline and the 2017 Service Agreement with Energenecs. There are no price increases.
Contact information was forwarded to M. Kraus for the OSG, a permit was issued for W3900 Sturgeon Street for which inspection is needed. P. Yohann was directed to contact M. Grebe.
The tax roll list with a total of $6,628.98 for 2016 was distributed.

OLD BUSINESS

1. Update on the calculation of capacity available.
E. Otte presented a document showing Interceptor Capacity of approximately 900 population or 346 single-family lots and Plant Capacity of approximately 353 population or 136 RUEs. E. Otte will contact K. Diederich to obtain a listing of RUEs assigned to customers.
2. Update of Alliant Energy lines issue at N7650/N7652 Cty Rd WH.
M. Nett updated E. Otte on his conversation with M. DeVries, his suggestion of S. Sager as a replacement, and drafting a document. He further suggested asking Alliant to accept full responsibility should repairs ever be needed. Discussion was held and determined exposure should be determined by E. Otte and the attorney. On TSD#1's behalf E. Otte will contact S. Sager to inquire if he would draft the document.
3. Update on the approval of the O&M Agreements with Calumet Sanitary District, Johnsburg Sanitary District, and Taycheedah Sanitary District No. 3.
No action has been taken by the other districts. Until the new agreement is accepted, the current method of charging the upstream districts will be used, which has been shown to be more costly for them.

NEW BUSINESS

1. Discussion and possible action of procuring a company or individual to perform locates.
M. Nett reported on communication with Excel Underground, LLC's representative Ray Rock who would be forwarding a quote and information. This company is able to receive tickets from Diggers Hotline in real time and performs this service for other area districts. M. Nett also reported on efforts to locate an individual to perform inspection duties. P. Yohann will contact area districts to inquire who their inspectors are and what the compensation is.
2. Discussion and possible action of the acceptance of the 2017 Service Agreement from Energenecs.
Discussion was held. E. Otte requested a copy of the agreement and rates.
Motion: by J. Voight, second by D. Weber, to accept the proposal of the 2017 Service Agreement submitted by Energenecs.
Vote: Ayes: 3, Opposed: 0 - Motion carried.
