JOHNSBURG SANITARY DISTRICT
MONTHLY COMMISSION MEETING
JANUARY 5, 2017
6:00 P.M.
TAYCHEEDAH TOWN HALL


Members present: President Franz Schmitz and Commissioners Dennis Lefeber and Ken Schneider. Also present: Recording Secretary Brenda Schneider.

1. Call to order. Chairman Schmitz called the meeting to order at 6:13 p.m.

2. Approval of the minutes of the 12/6/16 meeting. Motion by Dennis Lefeber, second by Ken Schneider, to approve the minutes of the December 6th meeting as distributed. Motion carried (3-0).

3. Discussion and possible action regarding operational issues:
a. Johnsburg Lift Station. Pump run times for both pumps at the lift station were roughly double the average number of minutes on November 16th and 17th, per the daily Missions reports.
Sabel Mechanical inspected the system. It was determined that Pump 2 (new Flygt) is excellent working condition; however, Pump 1's (rebuilt Hydro-matic) impellor is shredded, the lower seal is bad and the shaft is bent. Pump 1 must be replaced. Pump 1 was re-built in late 2012.
Sabel Mechanical submitted a quote, in the amount of $25,765.00, for the purchase and installation of a second Flygt pump. Said quote was approved during the 11/23/16 Special Business Meeting. There was also discussion of possibly purchasing a standby pump. Xylem Water Solutions USA, Inc., quoted $24,690.00 for a Flygt 3171 pump. As a follow-up to the purchase of the replacement pump, the vendor communicated with Sabel Mechanical. The vendor is willing to sell the pump directly to the District and Sabel Mechanical would bill for only the installation. The Commission preferred following thru with their initial acceptance of the quote for the purchase and installation via Sabel Mechanical. This preference was communicated to the vendor and to Sabel Mechanical.
The new pump is yet to be installed; however, a large septic service truck was at the location recently. Sabel Mechanical will be contacted for a status report.
Brenda Schneider submitted a preliminary equipment breakdown claim to the District's insurance carrier. Rural Mutual Insurance has approved the claim for $15,947. The insurance covered all expenses for the breakdown and replacement of the other pump, excluding the $500 deductible. Brenda is awaiting an explanation.
b. Grinder pump stations. An invoice was received from Sabel Mechanical for a pump replacement at Jim Feyen's grinder station. The Commission was not aware that Sabel Mechanical responded to this location.
c. Odor issues. The Commission continues to await a report on the level of sulfide gas at the meter station. Doug Sabel verbally reported to Commissioner Schneider that odors are coming from within the District's system and from the TSD#1 area via the connection at Johnsburg Road and Hwy 151. Schneider noted that Sabel stated a noticeable decrease in the level of gas after adding a chemical agent. The Commission is awaiting a written report and may request Sabel attend a future meeting.
Sabel submitted a quote for $2,323.09 to clean the air vents along the force mains. He indicated in the quote that the pipes are underwater. The Commission wants an explanation as to the benefit of cleaning the vents.
d. Other operational issues. There were no other operational issues to discuss.



4. Consideration and possible action to make an additional principal payment toward the District's debt. The Meyers recently paid $5,116 for the connection of their new home. The consensus of the Commission was to leave the additional funds in the debt service account for the time being while they await the net financial impact of the new Johnsburg lift station pump.

5. Approval of District bills. Motion by Dennis Lefeber, second by Ken Schneider, to approve the bills, (order nos. 1-7) totaling $10,055.07, and authorize the following transfer:
$10,000.00 from the Operations/User Charge Account to the regular checking account.
Motion carried (3-0).

6. Schedule the next meeting. The next Commission meeting will be conducted on Thursday, February 9th, at 6:00 p.m., at the Taycheedah Town Hall.

7. Adjournment. President Schmitz declared the meeting adjourned at 6:58 p.m.
