JOHNSBURG SANITARY DISTRICT
MONTHLY COMMISSION MEETING
FEBRUARY 9, 2017
6:00 P.M.
TAYCHEEDAH TOWN HALL


Members present: President Franz Schmitz and Commissioners Dennis Lefeber and Ken Schneider. Also present: Recording Secretary Brenda Schneider and Doug Sabel.

1. Call to order. Chairman Schmitz called the meeting to order at 6:01 p.m.

2. Approval of the minutes of the 1/5/17 meeting. Motion by Ken Schneider, second by Dennis Lefeber, to approve the minutes of the January 5th, 2017, meeting as distributed. Motion carried (3-0).

3. Mike Immel, Rural Mutual Ins. Co., annual review of insurance coverage. Mr. Immel was unable to attend due to an unexpected personal commitment. It is anticipated that he will attend the March meeting.

4. Discussion and possible action regarding operational issues:
a. Lift Station. Pump run times for both pumps at the lift station were roughly double the average number of minutes on November 16th and 17th, per the daily Missions reports.
Sabel Mechanical inspected the system. It was determined that Pump 2 (new Flygt) is excellent working condition; however, Pump 1's (rebuilt Hydro-matic) impellor is shredded, the lower seal is bad and the shaft is bent. Pump 1 must be replaced. It was noted that Pump 1 was re-built in late 2012.
Sabel Mechanical submitted a quote, in the amount of $25,765.00, for the purchase and installation of a second Flygt pump. The new pump was installed on or about January 18th.
Rural Mutual Insurance has approved the claim and issued a check in the amount of $15,947. The maximum benefit per the District's policy was paid. Ironically, the claim on the first pump covered all expenses for the breakdown and replacement of the pump, excluding the $500 deductible. Rural acknowledged that they overpaid the claim in excess of $10,000 due to an error on their part. Rural also acknowledged that they will not request reimbursement from the District of the excess funds.
Next month, the Commission will advise Mike Immel to increase the insurance coverage on the new pumps at the Johnsburg lift station. It was noted that the new pump has a 5-year pro-rated warranty.
b. Grinder pump stations. The rail-guides are corroding and breaking off. Sabel Mechanical created a template they used to create replacements out of stainless steel. The cost of the new rail-guides is $300.
The new guides were installed at the Feyen station. Conduit and corroded wire also recently caused a malfunction of the floats at this location.
c. Odor issues. Doug Sabel is working with David Jensema, Van Dyne. Jim will provide free of charge a 55-gallon drum of odor-reducing chemical. Jim will assist Doug in setting-up the dispensing system at the Malone and Johnsburg lift stations. The system will dispense the odor control chemical every time the pumps run. It is anticipated that the installation will occur the week of February 20th.
The six air-releases are submerged under water. The mechanisms are also corroding. Doug Sabel quoted $2,323.09 for the conversion to stainless steel at all six locations. Said repair should also help with odor control, make the system run more efficiently and reduce wear on the pumps. Motion by Ken Schneider, second by Dennis Lefeber, to accept the quote of $2,323.09 from Sabel Mechanical for the modification of six air-release valves and to install new stainless steel rail brackets at all eight grinder pump stations. Motion carried (3-0). It was noted that there are two other air-releases not included in the quote. Sabel Mechanical will analyzed these releases for possible elimination.

d. Other operational issues. A complaint was filed against the Town of Taycheedah, by the Wisconsin Department of Safety and Professional Services Division of Legal Services and Compliance, alleging inspections of sewer laterals performed by unlicensed staff. The Town recently received a letter from Marlene K Meyer stating that the State completed their investigation and found no indication of a violation.

5. Approval of District bills. Motion by Dennis Lefeber, second by Ken Schneider, to approve the bills, (order nos. 8-16) totaling $35,695.01, and authorize the following transfer:
$20,000.00 from the Operations/User Charge Account to the regular checking account,
$602.47 from the Operations/User Charge Account to the Debt Service Account, and
$54.77 from the Operations/User Charge Account to the Reserve for Replacement Account.
Motion carried (3-0). It was note that the insurance claim check will be deposited into the regular checking account to be applied toward the bill for the new pump.

6. Schedule the next meeting. The next Commission meeting will be conducted on Thursday, March 2nd, at 6:00 p.m., at the Taycheedah Town Hall.

7. Adjournment. President Schmitz declared the meeting adjourned at 7:05 p.m.
